Council 13 (C13) is a secret, mysterious and extremely powerful international organisation led by Amihan Russel. Composed of a group of thirteen powerful business, political, military and religious figures, it seeks to realise Russel's vision of a unified, global police state with the capacity to totally repress human nature, which it views as inherently evil.

Starting in the 1980s, a new member of the council; a billionaire named Amihan Russel, began to become influential. The original purpose of C13 was exacerbated by the escalating tensions between the WSO and anti-communist countries, causing the founding members to lose clout. A victim of ethnic cleansing when he was a child, Russel believed that all humans were inherently evil and that a global police state with the ability to repress human nature was the only way to achieve world peace. When Wolf protested this, Russel had him killed with the help of his mentor, Lucius Morgenstern. Russel took complete control of C13 now that there was nobody to oppose his vision, transitioning away from its original goal of preventing nuclear war and towards becoming the largest criminal organisation in the world.
Growing resistance
After the near-universal collapse of communism after the Red Monsoon, the threat of worldwide nuclear anniliation had all but disappeared. Nevertheless, over the following decades, C13 under Russel evolved and expanded its global operations, successfully implanting its agents in governments all over the world and supporting many non-state actors to fulfill its ambitions. Through this, it manufactured crises and false-flag operations, further increasing its influence and power in global affairs. Its power was boosted by accelerating globalisation and the information revolution. Preceded by the appointment of Maki Kojiro as Prime Minister of Nifon in 1990, it would not be until the dawn of the new millennium that Russel would find growing resistance to his ambitions. Along with Nifon, a number of countries in the 2010s elected virulently nationalist, anti-communist and anti-globalist governments. At the same time, the powerful Redshield Foundation had a competing vision for global domination.
