The Leviathan State of Tooele is State of the Leviathan Federation. and not a fully independant Nation. Tooele is home to 10,000,000 people of verious species. but prodominatly human. Whilliam B Leviathan was on the trip so that means the VP is incharge for a bit longer than intended.
