The Shinkei Declaration recognized the Shinkei Core Headquarters and the Shinkei Head Council as the highest organs of state authority in the Organization of Shinkei for The Research and Preservation of Sparkalia and its dominion, the Federation of The Ten Kingdoms. Under the Declaration, these bodies collective heads of state of Shinkei. In the Federation of The Ten Kingdoms, a collective group of leaders from the ten preservation states formed the Federal Cabinet. The leaders of the Federal Cabinet personally performed the largely ceremonial functions assigned to a single head of state of their territories but were provided little real power by the constitution.

List of Secretary-General
The Secretary-General acts as the "chief administrative officer" of the Organization and allows them to perform "such other functions as are entrusted" by other Organization's organs. The Secretary-General's main works are to administer the Organization's activity which includes economic, military to social policies. The Secretary-General also acts as the head of government for the Organization.
All of the elected Secretary General served at least seven years before retiring, being voted out of power, or dying during their terms. The first head of state was Lt. Tatsuya Sasaki, who was inaugurated on 1 May 1547, the same day the Shinkei Declaration was signed.
List of Commanders
The Commander of The Shinkei Regional Control Army holds absolute control over all secondary decision-making systems of the Organization of Shinkei as the Commander has control over both the Nihonjin Expeditionary Army and the SRCA, the two active military and main means of transportation. Outside of being the head of the militaries, the Commanders are also the Vice Secretary-General of the Shinkei Organization and the Chairman of the Central Military Commission.
The Shinkei Regional Control Army acts as a military junta and exercises a large governing power in the Organization while wielding power over the Nihonjin-elected Shinkei Head Council. The SRCA's leadership remains one of the most impactful factions in the Organization's government.
List of Chairpersons
The Chairperson of The Civilian Control and Management Group assumes the role of internal affairs management in the Organization. The Group controls politics, economics, military, scientific, and societal decision-making systems in the Federation. All ten of the preservation states work under and report to the Group.
The Chairperson has full control over Federal Ten Kingdoms' Armies and the Civil Control Teams, Groups, and Commands in the Federation. The Chairperson's purpose is to stabilize and secure the Federation, propagandize, and act as the decision-maker for the Federation.
List of Representatives
The Representative of The Shinkei Project acts as the external policies makers. The Representative's duties range from representing the Nihonjin in The Chamber of The Organization to being the ambassador of Shinkei when interacting with outside civilizations. The Representative also has to be the one who has a lasting-contact with the homeworld and the news deliverer when the Nihonjin government send any messages.
