Government and Politics
Molacia is a Federal Parliamentary Republic, and it's politics are conducted within a dominant party system whereby the president is the head of state. Like many democratic states, Molacia has a government divided into three branches: executive, judicial, and legislative. Molacia's legislative organ is a bicameral parliament, which consists of a 400 member National Assembly in the lower house, and a 120 member Board of Directors in the upper house. Members of the former are elected for 4 year long terms through mixed-member majoritarian voting, whereby 200 members are elected in single-seat constituencies through a First-past the post system, and an other 200 by proportional representation. By comparison, the Board of Directors isn't democratically elected, instead it is reserved for the twelve largest Molacian corporations, with each of them nominating 10 people to represent the corporation's interests, for a period of 10 years.
According to Molacian law, anyone may be nominated into the Board of Directors who is: at least 18 years of age, is a Molacian citizen, and is not currently imprisoned. The wording of the last requirement has been a cause for some polarization within Molacia, as convincted criminals had their sentences drastically reduced on multiple occassions, so that they may serve in the Board of Directors. Furthermore, opponents of bicameralism believe, that this system hinders effective legislation, and runs counter to national interests, while supporters argue that these corporations contribute significantly to the nation's wealth, and involving them in the legislative process, is a way to get them invested in the nation's future.
Administrative divisions
Molacia is divided into 22 regions, including it's capital city, Jinjumun. Each region is overseen by an elected governor and a bicameral legislature. While the lower house (Regional Assembly) is elected democratically, the upper house is made up of the Board of Directors, which similarly to the Board of Directors in the national parliament is made up of the twelve largest corporations. The difference is that while in the parliament, the Board of Directors is made up of the largest national corporations, the ones in the regions are instead made up of the largest regional corporations. Similarly to the national parliament, laws are passed when a proposed bill gains more than 50% of the votes in both houses of legislature.
