  1. Children are by default property of their parents. They may turn them into a Sovereign Agent whenever they like, even immediately at birth, or control their children's agency indefinitely. Responsibility of a non-Sovereign Agent's actions fall on their owner.
  2. Voluntary, state-regulated tests are offered to allow citizens to reach their adulthood earlier. The "pass" threshold is highest at 15 years old and becomes progressively less stringent the older the test-taker is. If a test was not taken (or none had been passed), adulthood is granted at age 20.
