The Military occupation of Dragonica Legium began in May 1589, after the Dragonica Supreme Council was overthrown by the Shinkei Regional Control Army following the council's opposition against the Organization of Shinkei and the Federation of The Ten Kingdoms. A coup was launched by the SRCA, during which a temporary government, the Dragonican Interim Government, was put into power. The Empire of Dragonica Legium was quickly turned from a puppet state with theocratic council, to a neo-colony under the dual authority of decentralized native Pro-Shinkei local councils and Shinkei military administration.

The Empire of Dragonica Legium was one of the three major powers on the Jūmin-ryōiki Island before being subjugated by the Nihonjin forces in the War of The Thousand Flowers and becoming a preservation state under the Federation of The Ten Kingdoms. Dragonica Legium was also one of the most unstable states under the Organization of Shinkei. Throughout the war and occupation, civil unrests were constant, forcing the Organization to establish the Nihonjin-Dragonican Civil Army, an auxiliary force that upheld the stability of Dragonica Legium.

The Dragonica Supreme Council was a council formed by theocratic Dragonican noblemen, usually picked by the Organization for easy control. Years leading up to the occupation were ridden with corruption from the Supreme Council, opposition from the people and local council, and massive civil unrest in Yarjerit, the Empire's capital. In 1585, the Supreme Council began to bring up the subject of Dragonican independence and pushed for total independence from the Federation and the Organization.

The rising awareness of Dragonican for independence caused the Organization to step in. Claiming that there was requested assistance by Pro-Shinkei Dragonican, the 14th Shinkei Regional Control Battalion invaded Dragonica Legium on 11 May 1589, and by late June, they had destroyed the armed resistance of both the Imperial Dragonican Army and the populace. Following the controversial creation of the "Dragonican Interim Government" which many said was not a genuine act of self-determination, the Shinkei Organization declared the creation of the State of Dragonica Legium with a provisional government.

Over the years, roughly 80,000 Dragonican were displaced to Shinkei-organized hamlets, similar to those that were used during the War of The Thousand Flowers. The Dragonican oppose the occupation by organizing protests and rallies against the Interim Government but many of the oppositions were quickly put down by the Nihonjin-controlled Dragonica Civil Control Team. The Dragonica Civil Control Team is also responsible for alleged police brutalities and sudden disappearances of many Dragonican individuals who advocate for Dragonican independence.

In Shinkei-controlled records, the occupation is referred to as the Organisatorische Umstrukturierung des Dragonica Legium-Betriebs ("Organization Restructuring of Dragonica Legium Operation"), while Dragonican protestors called it Shinkei Illegale Besetzung (Shinkei Illegal Occupation).

Background

The Empire of Dragonica Legium was considered a regional power on the Jūmin-ryōiki island. Led by dragonborns, the Empire held a powerful role in the island's politics and had the strongest military on the island. Dragonica Legium also was the first three countries to establish the coalition that started the War of The Thousand Flowers. The Empire participated the most during the war against the Nihonjin forces, almost 120,000 dragonborns were conscripted in the Empire alone.

After the war, the Treaty of The Ten Kingdoms shrank the territories of the Empire, weakened its military, and suppressed all freedom of expression. The new occupation angered the dragonborn populace, which caused unprecedented protests from the masses and opposition by local councils. To prevent further opposition, the Organization of Shinkei established the Dragonica Supreme Council (ドラゴニカ最高評議会; Oberster Rat von Dragonica), a theocratic council of dragonborn noblemen, all picked by the Organization due to their pro-Shinkei views. The Council became a means for the Organization to execute power over the Empire with less resistance. The Organization also established the Nihonjin-Dragonican Civil Army (日本人ドラゴニカン市民軍; Nihonjin-Dragonica Zivilarmee) as an auxiliary force to assist the Organization-controlled Dragonica Imperial Army in policing the Empire.

Despite the creation of the Supreme Council and the Civil Army, the dragonborn population still organized massive protests in the capital city of Yarjerit. The Supreme Council, despite the rampant corruption, had to install several pro-independence nobles, which caused problems whenever the topic of Dragonican independence was brought up. On 30 August 1585, the Supreme Council published "Bill I-01", better known as the "Bill Regarding The Independence of Dragonica Legium" (ドラゴニカ・レギウムの独立に関する法案; Gesetzentwurf Zur Unabhängigkeit von Dragonica Legium), a draft that pushes for full independence of the Empire of Dragonica Legium away from the Federation of The Ten Kingdoms and the Organization of Shinkei.

The bill got passed by the Supreme Council despite the continuous delays made by the pro-Shinkei council members. Bill I-01 was followed by Bill I-02 and I-03. By January of 1589, the Organization began a series of intricate planning, especially in increasing the military presence of the Nihonjin-Dragonican Civil Army and the Shinkei Regional Control Army in Dragonica Legium. The pro-Shinkei Dragonican then sent a fake call for help, saying that the pro-independence nobles had detained them in an effort to establish a violent revolution. On 11 May of the same year, the Organization ordered the 14th Shinkei Regional Control Battalion to begin the invasion of Dragonica Legium under the pretense of reestablishing order and stability in the Empire.
