The 2016 Esquarian Summit was held in the city Xiangmen, Autonomous Republic of Minjian on 1-2 October 2016. It is the first time the Esquarian Summit has been held in Namor.

21 countries attended the summit. The Esquarian Community, a supranational organization, also attended. The leaders of 15 countries plus the President of the EC attended as permanent attendants, while 6 leaders attended as invited guests; each guest was invited by one of the 16 permanent attendants.

Major issues discussed in the summit included terrorism, climate change, trade policies and global biological and chemical weapons disarmament.

Controversies

Numerous leaders attending the summit - including Qassem Akbari, Mats Lundgren, Terezika Pivec, and Antelope Shohai - tweeted while the summit was ongoing. Despite an unspoken agreement to not disclose any information other than the content of the Xiangmen Declaration, Akbari revealed on Twitter that Jean-Claude Hervé Bouchard had denounced the Islamic People's Movement (RUI) as a terrorist organization, while Terezika Pivec revealed that Marianne de Lotbinière said one of her remarks "wasn't made in good faith." Svensson also attacked Akbari for live-tweeting the proceedings of the summit, to which Akbari replied on Twitter that "I shall continue as I am."

Within Namor, there was some controversy surrounding a tweet by Antelope Shohai that contained a "Shohai face" meme that had gone viral during the summit. An Executive House spokesperson later denied that Antelope had any intention of live-tweeting the summit, claiming that Antelope's phone had been in the hands of his staff the entire time. Antelope himself called the meme "amusing." When asked about claims that the tweet is unpresidential, he said "I don't think it's unpresidential. The opposition should look for better things to criticize, to be honest." The controversy quickly died down.

West Cedarbrook's Department of External Affairs confirmed on Twitter that Grin Shmakhtn Four Star Vodka had been delivered to the Minjian Regional Convention Center during the summit.

Declaration of the Third Esquarian Summit (Xiangmen Declaration)

The following is the full text of the Declaration of the Third Esquarian Summit (commonly known as the Xiangmen Declaration), which was released at the end of the summit.

Declaration of the Third Esquarian Summit (Xiangmen Declaration)

We, the Leaders of the Third Esquarian Summit in Xiangmen, Namor, hereby present the Declaration of the Third Esquarian Summit.

On Terrorism

1. The nations of the Third Esquarian Summit recognize the grave threat international terrorism poses to the well-being of humanity. Militants in Nautasia have committed heinous acts of terror against civilian populations. With the rise of the so-called "Caliphate" in 2015, militancy has become a problem not just for Nautasia, but for the entire world. Terrorist groups destabilize the world economy by seizing control of natural resources such as petroleum. Citizens from various countries who join the ranks of terrorist groups overseas are very likely to commit acts of terror back home. Moreover, terrorism in Nautasia has contributed to a rise in homelessness and statelessness, causing millions of refugees to seek peace and comfort elsewhere. Only a strong and united response can effectively curb the power and influence of terror groups.

2. The Summit understands the role external actors play in effectively curbing the power of terrorist groups in Nautasia. At the same time, the Summit understands that the Nautasian people are the only ones who may control the destiny of their own continent. Any hope of bringing about long-term peace and prosperity in the continent rests with the Nautasian people as opposed to external actors.

3. Out of a common desire to see international terrorism defeated, the Summit thus resolves to support the continued presence of non-Nautasian forces in Nautasian countries with terrorist strongholds until such time that the ability of terrorist groups to destabilize the region and elsewhere is permanently reduced. A working group of parties directly involved in the conflict against terrorist groups in the area shall be established to coordinate counter-terrorism operations, determine by consensus when the conditions that render the continued presence of non-Nautasian forces unnecessary are fulfilled, and propose a sustainable blueprint for peace and prosperity in Nautasia.

4. Once it is determined that the conditions that justify the continued presence of non-Nautasian forces on the continent are no longer present, all parties involved will commit to a reasonable and timely withdrawal of non-Nautasian military personnel from Nautasia. The withdrawal does not apply to non-Nautasian personnel who were stationed in military bases sanctioned by binding treaties prior to the outbreak of conflict, non-Nautasian forces operating in internationally recognized dependencies of their respective countries, or non-Nautasian military advisers assisting Nautasian countries in maintaining stability at the request of said nations' legitimate governments.

5. The Summit affirms its commitment to a Nautasia capable of independently and effectively eradicating terrorist groups, and thus supports increased military support and training for local forces fighting terrorist groups.

6. The Summit understands that terrorism is caused by many factors, including popular dissatisfaction with dismal social and political conditions. Thus, we call on all governments in Nautasia confronting terrorism to create a more inclusive environment for their people in order to facilitate the creation of a broad coalition against terrorist groups. At the same time, the international community shall assist in the economic development of war-torn Nautasian countries. The sovereignty and territorial integrity of states directly impacted by terrorism shall not be compromised by any international initiative to counter terrorism.

7. The Summit sympathizes with the plight of refugees who are forced to flee their homes as a result of dismal conditions in their home countries, and thus supports the creation of an international council under the authority of the Organisation of Esquarian Nations to coordinate the resettlement and provision of aid to refugees. The Summit also calls on governments around the world to increase financial and/or logistical support for refugees in accordance with their national conditions. Existing vetting processes shall be strengthened to ensure that any refugee who enters a foreign country shall not pose a security threat.

8. The Summit affirms its absolute opposition to state-backed terrorism. Any government found openly or covertly supporting terrorist groups militarily or financially is liable to be condemned and sanctioned.

9. The Summit supports the designation of terrorism as a crime of universal jurisdiction in order to remove all legal barriers preventing states from prosecuting terrorists.

On Climate Change

1. The Summit acknowledges the existence of climate change - attributed by all scientists to increased levels of atmospheric carbon dioxide produced by the use of fossil fuels. In recognition of the effects of climate change - namely global warming and rising sea levels - the Summit thus affirms its commitment to reducing climate change and creating a low-carbon global economy.

2. The Summit supports the increased exploration and use of cleaner energy sources - including but not limited to hydroelectric, wind, solar and nuclear power - in a manner that does not jeopardize the development and well-being of nations.

3. The Summit supports the reduction of carbon emissions in countries with high levels of pollution in a manner that satisfies their national conditions.

4. The Summit understands the need to support developing countries in their pursuit of sustainable infrastructure, and thus supports exploring the possibility of an Esquarian climate investment bank that will subsidize the construction of clean energy sources and sustainable infrastructure in emerging economies.

5. The Summit supports future conferences dedicated exclusively to discussing climate change with the goal of an eventual and binding international agreement on climate change.

6. The Summit supports increased collaboration between governments, the private sector and the scientific community to enact realistic policies aimed at reducing climate change.

On Trade

1. The Summit recognizes the role international trade plays in improving the standard of living worldwide and building greater cooperation and trust between peoples.

2. The Summit supports the establishment of an Esquarian trade organization that will regulate international trade by consolidating and upholding a well-established set of trade rules based on the principles of reciprocity and transparency.

3. In recognition of the Greenwich Area's contributions to the global economy and the accession of Greenwich Area members to the Esquarian Community (henceforth abbreviated as the EC), the Summit supports the greater integration of the Greenwich Area members into the EC Common Market, including a framework that will allow non-EC Greenwich Area members to take part in the Common Market while rejecting participation in other EC institutions.

On Biological and Chemical Weapons

1. The Summit condemns the deliberate use of biological and chemical weapons against civilians and urges all governments to oppose any policy that may encourage or legitimize the use of biological and chemical weapons against civilians, both in wartime and peacetime.

2. The Summit supports comprehensive coordinated operations aimed at stripping terrorist organizations of their ability to develop and stockpile biological and chemical weapons. The ability - or lack thereof - of terrorist organizations to develop and stockpile biological and chemical weapons shall be one of the criteria by which the efficacy of the global struggle against terrorism is measured.

On the Future of the Organisation of Esquarian Nations

1. The Summit acknowledges the role that international fora such as the Organisation of Esquarian Nations play in the protection and advancement of international peace and security; the preservation of such channels of multilateral cooperation must be a priority for the international community.

2. The Summit understands that the Organisation of Esquarian Nations has suffered from a failure in political will, internal leadership and international commitment that has left it severely handicapped in its ability to perform its duties.

3. The Summit calls for an emergency plenary session of the General Assembly of the Organisation of Esquarian Nations on the topic of reform of the organisation.

On the Host of the Fourth Esquarian Summit

The Summit awards Kalnaspilis, Aucuria the right to host the Fourth Esquarian Summit in 2017 and looks forward to reconvening there.
