The 2017 Esquarian Summit was the fourth Esquarian Summit, held on July 10-11, 2017 in Kalnaspilis, Aucuria. It marked the first time the Esquarian Summit was hosted by a non-permanent member of the Summit. The thirteen permanent attendees of the Esquarian Summit and the President of the Esquarian Community were all invited, with another nine leaders being invited by permanent attendees as invited guests; Aucuria, which was an invited guest nation during the 2016 summit, attended as a non-permanent non-invited member.
Bids
According to procedure, the host of the 2017 Esquarian Summit was determined at the end of the 2016 Summit, which was held in Xiangmen, Namor. The host nation of the 2016 Summit, Namor, was not allowed to bid for the 2017 Summit unless no other bids were submitted.
All nations participating in the 2016 Summit - including nations that were invited by one of the 13 permanent attendants - may bid to host the 2017 Summit. Should an invited nation be awarded the right to host the next Summit, the nation will be listed as a "non-permanent, non-invited" host in the 2017 Summit, meaning that the nation is neither among the 13 permanent attendants nor an invited guest. However, the nation will still need to be invited by a permanent attendant to participate in the 2018 Summit.

Background
The Kalnaspilis Summit is the fourth Esquarian Summit, an annual conference of Esquarian world leaders aimed at providing a forum for world leaders to discuss economic and political issues facing the entirety of Esquarium. The first Esquarian Summit was held in May 2014 in Talon, Ainin, and chaired by President of Ainin Stéphane Mann. Topics of the first summit included ending several international territorial disputes and preventing climate change. While the summit was well-attended, it ultimately failed to produce any consensus on the issues discussed and produced no final declaration.
In spite of the difficulties with the first summit, a second summit was organized in 2015. This second summit was the first summit to have a bidding process for hosting; while Vadopol, Namo, and Kenyen were all nominated, hosting rights were ultimately won by Sakan, Tuthina. The second summit began in January of 2015, with an agenda that included climate change, free trade, international law and copyright, and terrorism.
A third summit was held in Xiangmen, the capital of the Minjian region of Namor, in the fall of 2016. Topics on the agenda of the third summit included the Caliphate, global climate change, and disarming weapons of mass destruction. The third summit produced a series of controversies; in spite of previous agreements that the discussions held at the summit would not be disclosed, multiple world leaders- most notably Ankoren's Qassem Akbari and Luziyca's Terezika Pivec- live-tweeted the summit, resulting in allegations of unprofessional behavior. There were also reports of intense acrimony between Akbari and Pisdara's Jean-Claude Hervé Bouchard, and rumors of a "temper tantrum" thrown by Toksanese prime minister Mats Lundgren over a carbon tax.
In spite of these controversies, though, the third summit did successfully produce a closing declaration, known as the Xiangmen Declaration, which addressed the issues that had been discussed at the summit. The Xiangmen Declaration included measures aimed at combating the Caliphate and rebuilding Nautasia, slowing climate change, integrating the Greenwich Area with the EC Common Market, and the future of the Organisation of Esquarian Nations.
Agenda
The stated agenda of the summit, released by the Aucurian government shortly before the summit's start consisted of four topics: addressing the future of Nautasia, creating an international agency aimed at responding to natural disasters, promoting human rights and protecting watchdog groups, and replacing the Organization of Esquarian Nations with the International League.

Schedule
Leaders attending the Kalnaspilis Summit were told to arrive at Bendiktas Klimantis International Airport on June 9, a day before the summit formally began. This was reportedly to prevent incidents akin to one that happened during the preceding summit, when Aininian Prime Minister Marianne de Lotbinière was severely delayed by technical issues at Gérard Hébert International Airport.
Visiting leaders arrived at Liūčaris Manor between 8:00 and 9:00 AM on June 10. Negotiations were scheduled to begin at 9:00 AM in the manor's Green Room, after a public speech by President Uspelevičius, but were delayed slightly. The topics for the day were Nautasia and natural disasters. Negotiations were to continue until 12:00 noon, when the visiting leaders would adjourn for an hour for lunch, and would resume afterwards at 1:00 PM. Negotiations would end for the day at 4:30 PM; afterwards, leaders would have an hour and thirty minutes to engage in formal meetings with other attending leaders. The day concluded with a state dinner held at Aucuria's Presidential Palace at 7:00 PM, to which all visiting leaders were invited.
Leaders were to return to the summit by 9:00 on June 11. Before negotiations resumed, the leaders were to take a group photo outside of the manor. Negotiations followed the same schedule as on June 10; the topics for the day were human rights and the International League. After a formal dinner in the manor, visiting leaders were invited to attend a performance of Konstantinas Miškinis’s operetta Jūra, at the National Theater of Aucuria. Visiting leaders would return home on the morning of June 12.

Declaration of the Fourth Esquarian Summit

We, the leaders here assembled for the 2017 Esquarian Summit, held in Kalnaspilis, Aucuria, hereby present the Declaration of the Fourth Esquarian Summit:
On the Future of Nautasia
1. The attendees of the Fourth Esquarian Summit recognize that the terrorist group known as the so-called “Caliphate”, responsible for thousands of atrocities and the widespread destabilization of Nautasia, has been largely defeated. However, they also recognize that Nautasia continues to face several serious problems, including endemic poverty, severe political instability, continuing insurgency, and international conflict. Many of these issues existed prior to the outbreak of the conflict against the Caliphate, and continue to imperil security, prosperity, and stability within Nautasia, putting millions of Nautasians at risk.
2. The Summit affirms that the nations of Nautasia should be treated as equals politically, socially, and economically by each other and by the global community, and that the rest of Esquarium should work proactively alongside Nautasia to build a Nautasia of equals.
3. The Summit understands the role that non-Nautasian nations can play in promoting security, prosperity, and stability in Nautasia. At the same time, the Summit recognizes that the people and nations of Nautasia are ultimately the ones who must control the future of their continent, and that the creation of long-term peace and prosperity rests upon the Nautasian people, not upon external actors.
4. The Summit hereby calls for the creation of an international fund for the development of Nautasia, open to all Nautasian countries, regardless of ethnic makeup, religious makeup, or political ideology.
a. In order to guarantee that funds are directed towards the nations most in need of support, the fund should be open to all Nautasian nations with a gross domestic product per capita of less than $6,000 and a growth rate of less than 1%.
b. The fund should be open to subnational entities, including subnational entities in nations that overall do not meet the criteria established in subsection (a).
5. The Summit affirms the critical importance of territorial integrity in international law and the international order of sovereign states, particularly within Nautasia, and declares the national sovereignty and territorial integrity of all Nautasian states to be sacrosanct and inviolable. Furthermore, it also affirms the importance of the right of Nautasian states to peacefully develop free of external intimidation, exploitation, or destabilization.
a. In the interests of guaranteeing the independence and territorial integrity of Nautasian nations, the Summit further reaffirms the need for an international working group dedicated to determining when conditions will permit for a withdrawl of non-Nautasian military forces from the continent.
b. This withdrawal will not apply to non-Nautasian personnel who were stationed in military bases sanctioned by binding treaties prior to the outbreak of conflict, non-Nautasian personnel stationed in accordance with mutually-consented-to defense agreements or alliances, non-Nautasian forces operating in internationally-recognized dependencies of their countries, and non-Nautasian military advisers assisting Nautasian countries in maintaining stability at the request of said nations’ governments.
6. The Summit reaffirms its recognition of the role that popular dissatisfaction with substandard social, economic, and political conditions plays in the instability facing Nautasia, as it did during the Third Esquarian Summit. Furthermore, it once again calls on Nautasian nations to create a more inclusive environment for their people, in the name of combating instability and terrorism.
7. The Summit reaffirms the condemnation of all state-backed and state-sponsored terrorism that it made at the Third Esquarian Summit, and declares that any government found to be overtly or covertly supporting terrorist groups financially or militarily is liable to be condemned or otherwise sanctioned.
8. The Summit encourages the greater integration of the Nautasian economy into the overall Esquarian economy, including investment by non-Nautasian nations and groups in Nautasian nations, the integration of Nautasian labor and markets into the global economy, and the reduction of tariffs between Nautasian and non-Nautasian nations.
On Responding to Natural Disasters
1. The attendees of the Fourth Esquarian Summit recognize that natural disasters pose a threat to all of the peoples and nations of Esquarium; they also recognize that natural disasters do not discern the nationality, religion, race, or ideology of their victims. They further recognize that, while international humanitarian efforts in response to such disasters have saved countless lives, the procurement and delivery of humanitarian aid, coordination of rescue efforts, and creation of disaster awareness and safety programs could be made more efficient and effective by the coordination of these efforts through an impartial group specially created to handle such tasks.
2. The Summit hereby calls for the creation of an international non-governmental not-for-profit organization dedicated to coordinating the responses to natural disasters that overwhelm the resources of local and national governments, tentatively named the International Emergency Response Agency (or “IERA”).
a. The IERA should be equipped to respond to all natural disasters, including but not limited to severe storms, cyclones, tornadoes, volcanic eruptions, earthquakes, tidal waves, floods, droughts, and wildfires. Furthermore, it should also be equipped to respond to man-made and man-influenced disasters, including but not limited to famines, epidemics and pandemics, and infrastructure failures.
b. The primary purpose of the IERA should be to coordinate the international response- including both the responses of governments and of non-governmental organizations- to natural disasters, including but not limited to the delivery and distribution of financial and material aid, evacuation and temporary resettlement of displaced persons, provision of medical care and rescue efforts, and the preservation of law and order in affected areas.
c. The IERA should further inform governments and non-profit humanitarian groups of what forms of support are needed in the wake of a disaster and determine the allotment and distribution of humanitarian aid, in order to maximize the benefit of international humanitarian efforts.
d. The IERA should further have a secondary focus on disaster mitigation and preparedness programs, including but not limited to providing experts on disaster preparedness to local and national governments to reduce the impact of future disasters, working with national and subnational governments on improving evacuation and disaster mitigation programs, creating a unified and effective international disaster warning system, establishing satellite offices to guarantee a rapid response time, and providing disaster preparedness information and courses to civilians in potential disaster zones.
e. The IERA should further cooperate with national and subnational emergency management agencies as needed, and work to equip, train, and empower these agencies whenever able.
3. The Summit strongly urges that the IERA, or any equivalent body henceforth created, be formally established as a neutral and impartial body in all matters of potential political controversy, to prevent any potential distraction from the task of saving lives and promoting disaster preparedness.
4. The Summit urges that the greater international community come together to formally establish and implement the proposed International Emergency Response Agency as soon as possible.
On Protecting Human Rights
1. The attendees of the Fourth Esquarian Summit recognize that humans are fundamentally different from the rest of known lifeforms in the universe, being endowed with the capacity to reason and the desire to achieve happiness and an emotionally, culturally, and socially fulfilling life.
2. The Summit recognizes that the pursuit of happiness is an innate portion of the human condition and that this endeavor ought to be facilitated by all governments through the enumeration and promotion of a series of freedoms.
3. The Summit acknowledges the vast ethical, cultural and historical differences across nations, and that this may result in variance in the methods and philosophical justifications employed in the promotion of this universal goal.
4. Pursuant to this goal, the Summit urges nations to take affirmative action to empower groups who have historically been deprived of their human needs as a result of inequality.
5. The Summit encourages the development of regional and multilateral efforts to promote and enhance human freedom and affirms the importance of proposed and extant institutions dedicated to this purpose, such as the International League and the Esquarian Community.
6. The Summit resolves on behalf of the international community to remain actively seized on this issue.
On the "International League"
1. The attendees of the Fourth Esquarian Summit recognize the importance of the goals of international peace and cooperation, and the regional need for an organization whose primary function is to turn these goals into reality. They further recognize that the agreement made at the Third Esquarian Summit regarding the creation of an “International League”, to succeed the Organization of Esquarian Nations, marks a major step towards implementing this goal, but that the creation of the “International League” has unfortunately stalled since.
2. The Summit hereby once again calls for the formal creation of the “International League”, an organization whose goal shall be to promote international cooperation, act as a global mediation and peacekeeping body, improve global living conditions, and protect the common heritage of all Esquarians.
3. The Summit urges the broader international community to take action in formally chartering and establishing this “International League” as soon as possible.
On the Fifth Esquarian Summit
The attendees of the Fourth Esquarian Summit hereby award Zacapatu, Karazawa the right to host the Fifth Esquarian Summit in 2018, and look forward to reconvening there.
Controversies
Rifati attendance
The invitation to Rifat's President Ahmet Boudjerda was widely condemned in Ankoren, primarily as a result of the Wad Medawaba massacre on the 7 July. Which resulted in the deaths of 66 protesters, mostly aligned with the Islamic Collectivist Rifati Alliance for Islamic Liberation. With Rifat invited by Lyonsland's government, the response grew more hostile, with State Councillor Aslan Güner condemning the invitation as a "Lyonese led slap in the face for the 66 martyrs of Wad Medawaba", Prime Minister Akbari called the Rifat invitation "inappropriate", saying that it was both offering the Rifati government an international platform and granting them "wrongful tactic approval of their policies towards the Naghbaghasset region."
Despite numerous calls for the summit to be boycotted, also in response to Ainian and Luzyican support for the Kraqi government, State President Evren Volkan responded saying, "I will attend, it will provide a necessary avenue for the government to express its wishes for a more responsible Rifati policy for its dispossessed southern region."
Limitation of Summit attendees
The Government of Ultima Borealia strongly condemned the Esquarian Summit's policy of limiting Summit attendees to permanent members, invitees and the host in a communiqué authored by Consul of Diplomatic Affairs Mequssuk Nunataqsdóttir to Summit organizers and attendees. The Borealian Government specifically denounced such a practice as imperialistic and violating modern sovereigntist principles, stating that the conclusions of the Esquarian Summit were nothing more than "the ignominious tyrannical decrees of a small oligarchic imperialist elite of nations who have no respect for the sovereigntist principles upon which the modern conception of the state is built upon" and that Ultima Borealia shall "eternally vehemently protest against the Esquarian Summit". Although Ultima Borealia was not invited to the Summit at the time of issuing its communiqué, it tentatively stated that it "refuses to partake in the 2017 Esquarian Summit if it is invited as such" in protest of the Summit's attendance policy.
Giving of gifts
In spite of a request from the Aucurian government that visiting leaders not give gifts to President Uspelevičius, the Aucurian president apparently received several gifts from attending delegates. Aucurian law forced the presidential office to disclose the gifts to the Saeimas and the public; the president's office reported that the gifts included a bottle of wine from the Sjealandic delegation, fruit baskets from Oelia and East Cortoguay, a set of decorated drinking glasses from Tuthina, a medieval katana from Senria's Hayato Nisimura, and a six-pack of beer from Litorea's Sebastián Moutari. Several Aucurian politicians called on President Uspelevičius to return the gifts, most notably opposition politician Dominykas Margraitis, who threatened "legal action" if he did not. In spite of the threat, no legal action- from Margraitis or anyone else- materialized, and the gifts presumably remained in the possession of the Aucurian presidency.
