The 2018 Esquarian Summit will be held sometime in the year 2018 in Zacapatu, Karazawa. It will mark the second occasion that the Esquarian Summit is hosted by a non-permanent member of the summit, the first occasion being the Kalnaspilis Summit the previous year. It is presumed that all permanent attendees of the summit and the President of the Esquarian Community will be invited, and that Karazawa will attend as a non-invited non-permanent member.

Bids

According to procedure, the host of the 2018 Esquarian Summit was determined at the end of the 2017 summit, which was held in Kalnaspilis, Aucuria. The host nation of the 2017 summit, Aucuria, was not allowed to bid for the 2018 summit unless no other bids were submitted.

All nations participating in the 2017 summit, including nations that were invited by a permanent attendee, were able bid to host the 2018 summit. Should an invited nation be awarded the right to host the next summit, the nation will be listed as a "non-permanent, non-invited" host in the 2018 summit, meaning that the nation is neither among the 13 permanent attendants nor an invited guest. However, the nation will still need to be invited by a permanent attendant to participate in the 2019 Summit.

Text of the Zacapatu Declaration

Declaration of the Fifth Esquarian Summit
(Zacapatu Declaration)

We, the leaders here assembled for the 2018 Esquarian Summit, held in Zacapatu, Karazawa, hereby present the Declaration of the Fifth Esquarian Summit:

On the International League

1 : We reaffirm our support of the International League and the values of peaceful co-existence and cooperation associated with it.

2 : We recognize the need for the International League to grow and learn from its experience during the past year, and from the experience of its predecessor, the Organization of Esquarian Nations. We express our total confidence in the institutions of the International League and their capacity to learn and adapt for the good of all Esquarian nations.

3 : The Summit, which was the entity that oversaw the creation of the International League, will continue to strengthen it now that it has become a reality. With this in mind, and with a desire to strengthen the links uniting all the nations of the world, we propose the creation of a Scientific and Cultural Agency of the International League, a specialized agency with the purpose of promoting and protecting the scientific and cultural heritage of its member-states, and therefore of the world. We propose the creation under this agency a Universal Registry of Cultural Treasures and Heritage Sites and a Global Network of Parks and Protected Areas which will protect and promote the natural and cultural heritage shared by all of humanity.

The Economic Tensions between the EC and the IFDS

1: We propose the creation of a formal mechanism for dialogue between the Esquarian Community and International Forum for Developing States, called the EC-IFDS dialogues that will serve as a platform for leaders from the EC and IFDS to explore potential areas for cooperation and resolve disputes on a regular basis.

2 : As a result and to continue on this policy of fair dialogue between the two institutions, we propose the opening the Council of Esquarium to an observer representing the interests of the IFDS, so that the IFDS may become an active participant in discussions regarding EC legislation, particularly those that concern the IFDS.

3 : Similarly, the IFDS Forum-General should be opened to an observer representing the EC, so that the EC may participate in discussions regarding IFDS policies that may involve the EC.

4 : The Summit greatly encourage the EC to reduce the tariffs against the IFDS to 25% as a show of goodwill and to deescalate the situation and to favour the return of dialogue, the superiority of which is the core belief of Our Shared Beliefs.

5 : The Summit greatly encourage the IFDS to return the oil production levels to 90% of what it was in June, to continue this policy of desesqualation.

Safety of aid workers and refugees

1 : The Attendees of the Fifth Esquarian Summit continue to recognize the importance of the goals of international peace and cooperation, and that this cooperation is not in the hands of the states only.

2 : So We defer to the Internationale League to compile all the various agreements, laws, and unofficial understandings of the rights and duties of NGOs and humanitarian associations who risk their lives in time of crisis to help those in need, so that an international body of law, recognized by all nations, can be created, to harmonize their situation.

3 : We greatly encourage the Internationale League to start similar work on the conditions and treatments of refugees, to once again create an International standard of what is acceptable or not and what can be considered by all inhumane treatments, unfit of modern nations.

On the Sixth Esquarian Summit

The attendees of the Fifth Esquarian Summit hereby award X the right to host the Sixth Esquarian Summit in 2019, and look forward to reconvening there.
