Politics of Fyngaria

Politics of Fyngaria takes place in a framework of a federal, parliamentary, representative democratic republic. The political system is outlined in the 1982 constitution which reformed and democratised country after the Fyngarian Revolution. The fundamental principles of the constitution are protection of human dignity, separation of powers, structure of the federation and the rule of law.

The executive power is exercised by the Federal President and the Federal Government which is headed by the Federal Chancellor. The legislature takes place in a unicameral Federal Parliament with 250 members elected every four years through direct elections by proportional representation and a special legislative body, Federal Council with 4 representatives from every federal state of Fyngaria.

History

Executive

Federal President

Office of the Federal President (Fyngarian: Núraklár Féderalig) presents the highest ranking political office in Fyngaria. Albeit the officeholder holds the title of head of state, the Federal President, based on the Constitution of Fyngaria has mostly ceremonial duties. The Office of the Federal President has been established in 1982 after the Fyngarian Revolution and the first Federal President was Péter Jášagik. Current, tenth Federal President of Fyngaria is Georgá Lánig (Since August 29, 2018).

The duties and responsibilities described in the 1982 Constitution:

  • Represents the Fyngarian people and state abroad, in international meetings and in front of the international courts
  • Represents the unity of Fyngaria
  • Serves as the Commander-in-Chief of the Fyngarian Defense Forces
  • Declares elections for Federal Parliament and Council
  • Appoints the Federal Chancellor, Federal Parliament and Council, according to the election results.
  • Gives assents to and vetoes federal laws
  • Declares state of emergency, state of war and peace
  • Recieves foreign dignitaries and ambassadors
  • Gives pardons, national awards and military promotions
  • Serves as a liaison between the Fyngarian people and the Federal Government

Federal Chancellor

The Federal Chancellor (Fyngarian: tba) is the Fyngarian head of government and exercises executive powers in the Fyngarian political system. The Federal Chancellor has sole discretion to form his cabinet, known collectively as the Federal Government of Fyngaria, while the Federal President formally appoints and dismisses federal ministers.

According to the Constitution of Fyngaria, the Federal Chancellor responsible is for all government policies and sets legally binding directives and guidelines to his Cabinet.

The Federal Chancellor is elected for a period of five years, with a maximum of two re-elections. The Federal Parliament, after the seat of the Federal Chancellor is vacant, or on the first sesson of the newly elected Federal Parliament, holds a secret ballot with absolute majority of MP's present. This is intended to ensure that the chancellor's majority does not depend on members of their party who might express support in a public setting but be internally opposed.

The current Federal Chancellor, since 2017 is Réjkárd Kórsig.

Federal Government

Legislature

Legislative system of Fyngaria is set in a de facto bicameral legislature. The upper house is the Federal Council which assembles 48 representatives from 12 federal states of Fyngaria and the lower house, Federal Parliament that assembles 250 MPs elected in a party-list proportional representation system.

Federal Parliament

The Federal Parliament of Fyngaria (Fyngarian: tba) is a de facto lower house of the Fyngarian legislature. It composes of 250 MPs elected in a party-list proportional representation system on a five year term. The Federal Parliament is headed by a President elected in a secret ballot among the MPs and serves as a speaker of the parliament in other countries. The Federal Parliament also has numerous of committees and party groups.

The role of the Federal Parliament, as inscribed in the Constitution of Fyngaria is to represent the voice of the Fyngarian people, propose, appeal and bring laws and other legally binding directives into force, declare state of emergency, elect and appoint the Federal Chancellor, discuss and decide on the federal budget and other roles as defined by the law.

Federal Council

The Federal Council of Fyngaria (Fyngarian: tba) is a de facto upper house of the Fyngarian legislature. It composes of 48 representatives from 12 federal states of Fyngaria elected by single transferable vote on a five year term. The role of the Federal Council is to give assent to federal laws and budget and represent the interests of individual federal states.
