The 13 Member States of the United Federation Of Meria form the Federation itself.
History

Constitutions and powers
The Federal Constitution dictates that all member states to be sovereign within their administrative Municipality, previously their capital city during their independence. Areas specifically reserved to the Federal Government are the armed forces, currency, the postal service, telecommunications, immigration into and emigration from the Federation, granting asylum, conducting foreign relations with sovereign states, civil and criminal law, weights and measures, and customs duties. Territories that once belong to member states are now under the administration of the Federal Government. The Member States delegate all power to the Federal Government with exception in social affairs, cultural affairs and civil affairs. The Federal Government is responsible for healthcare, welfare, law enforcement, public education, power of taxation. Member States may only improve, promote their national culture within the Federation as well advice and propose policies to the Federal Government through the Federal Council. Unlike the Federal-level, all Member states must provide some form of direct democracy, citizens may demand a popular vote to amend Federal constitution or laws or to veto laws or spending bills passed by the Federal Council. Democratic rights are exercised by ballot. Foreigners are not allowed to participate or vote in the General Election for Federal Council position, however. Foreign nationals with Merian citizenship may participate or vote dependant on their place of residence. Merian citizens living abroad are not allowed to participate or vote in the General Election, Merian citizens, foreign or domestic are not allowed to participate or vote in politics unless have served the mandatory military service.
