Asterian Numbering Plan
The Asterian Numbering Plan (ANP) is a telephone numbering plan comprising X countries, predominantly in Asteria Superior, but also to a lesser extent in Asteria Inferior.
History
Prior to the 20th century, each nation in the general region had their own distinct telephone systems, with few of them being compatible with one another, particularly in the same countries. However, with the end of the Great War and the Solarian War, and the subsequent economic boom, it became urgent for countries to standardize their telephone numbering systems.
Thus, in 1949, the Asterian Numbering Plan was introduced in the countries of (TBC).
Numbering plan
Since its implementation in [DATE], the numbering structure is organised as such. The N refers to the national code, RR refers to the region codes underneath the country codes, QXX is the central office code (with Q referring to any numeral between 2 and 9), and XXXX is the subscriber number.
To call phone numbers based in the Asterian Numbering Plan (with the destination number being 40 (00) 000-0000 for the sake of simplicity)
- International calls (to member states) must use +40 (00) 000-0000
- Intra-regional calls - 000-0000
- Interregional calls - (00) 000-0000
- Calls between member states - 0 (00) 0000-0000
- Calls to foreign countries not using the plan - 00, followed by the international dialing code and the number you want to call for that country
National codes
Due to the substantial size of the Asterian Numbering Plan, each participating member of the Asterian Numbering Plan received a national code (NC) which was meant to cover an entire country. This allowed a theoretical maximum of 100 regional codes (RC), with each region having a theoretical maximum of 10,000,000 telephone numbers, for a theoretical maximum of ten billion numbers in the entire system. As larger member states, such as Halland and Nuxica grown close to exceeding the actual physical capacity, an additional country code was added for cell phones, pagers, and voicemail applications within these two countries.

Special numbers
Emergency numbers
The emergency number used in all Asterian Numbering Plan countries is 1-1-2. While historically, states had their own emergency numbers, since the 2000s, all countries in the Asterian Numbering Plan have used 1-1-2 for all emergency calls from both mobile phones and fixed telephones.
Fictitious numbers
As 1-1-2 is the main emergency number, it was decided that fictitious telephone numbers within the Asterian Numbering Plan will be 112-XXXX, to prevent telephone systems from mistaking a call inside a region to another telephone number as a call for emergency services.
Historically, when nations in the Asterian Numbering Plan had their own emergency numbers, the emergency number used in their nation was used as a fictitious number in a similar fashion to the current 112-XXXX use. However, most of these have been deprecated as countries within the Asterian Numbering Plan adopt 1-1-2 as the emergency number, and in most countries are now open for allocation.
As well, the national code 0 is reserved, as is region code 00, as they are considered to be for international calls originating from Asterian Numbering Plan states.
Toll-free numbers
For toll-free numbers, Asterian Numbering Plan states use the region code (01), followed by QXX-XXXX, allowing calls from within a given territory with the national code to not be charged.
In larger countries, such as Halland, Nuxica, and Nuvania, other regional codes are allocated for toll-free numbers, although they are not all synchronised with one another.
