Etymology

"Ancer Pan" comes from the Ch'phyth'yn "N'syrp'ny", meaning roughly "Ancera Colony". The Ancera were the humans who lived in the region that became N'syrp'ny, named for the city-state Anseraña.

Ancer Pan’s government is divided into three branches. The Executive branch grew from N'syrp'ny's original colonial management, and thus is the oldest extant branch of Ancer Pan’s government. Ancer Pan’s head of state is its president, who is elected by the people. The presidency is a largely symbolic position. The president does, however, retain control over cabinet appointments, including dismissing members of the cabinent. Exersizing this power, however, instigates review from the legislative branch. The president serves five year terms, and has no limit to the number of terms they can serve.

Ancer Pan’s Head of Government is the Prime Administrator. The Prime Administrator is not elected, but appointed by the president. The Prime Administrator has the ability to sign legislation into law and declare war, as well as managing the other members of the president's cabinet, including dismissals.

The remaining members of the cabinet are the Administrator of Security, oversees Ancer Pan’s military and federal police; the Administrator of Resources, who oversees Ancer Pan’s treasury, as well as economic policy; the Administrator of Justice, who oversees Ancer Pan’s justice system; and the Administrator of Foreign Relations, who oversees Ancer’s Pan’s diplomatic service.

The tricameral Legislative branch of Ancer Pan's government was constructed in stages over the lifetime of the nation. The original chamber, the Chamber of the Senate, was originally N'syrp'ny's sole legislative chamber. When it was founded, only Ch'phyth could serve as senators, but the chamber was desegregated alongside the founding of the third chamber. Three senators are elected from each of Ancer Pan's territories. They have two year terms, but no limit to the number of terms they may serve. Senators from each territory are ranked by how long they've served their territories; Junior Senators are the newest, followed by Senior Senators and then Elder Senators. Junior Senators cannot join committees, and only Elder Senators can be elected to lead the chamber.

The Chamber of Representation was created during Ancer Pan's founding. Rather than desegregate the Chamber of the Senate, the Chamber of Representation was created as an Ancera-only political body. Both chambers were desegregated once the third chamber was created. The number of representatives fluctuates, as the number is based on the population of each territory. Once every decade, a census is taken, and the number of seats given to each territory is altered. Unlike senators, any representative can join a committee or serve as the head of the chamber. Representatives have five-year terms, but can only serve consecutive terms as long as those terms are in the same restructuring period.

The newest chamber, the Chamber of Arbitration, was created several decades after Ancer Pan's founding due to concerns that the other two chambers lacked oversight. Unlike Senators or Representatives territories are not allowed to elect their Arbiters by electoral college, instead requiring territories to elect Arbiters by direct vote count. Each territory elects five Arbiters, though in the case of the number of territories being even, the Prime Administrator breaks any ties. The Chamber of Arbitration does not write its own legislation, instead acting to revise or even reject proposals from the other two chambers. Arbiters serve indefinitely, but the process to have one removed either by the territory they represent or by their fellow Arbiters is simple. An Arbiter who is removed continues to serve until their replacement is elected.
