The term Quorum (Sletharine: Ϟωρυμ; romanized: Qōrum) is used to describe the main branches of government of the Empire of Slethar. Currently, there are 4 branches of the government.
Imperial Quorum
The Imperial Quorum is a set of the nobility and multiple selected citizens of higher standing, that are a pool of the royalty, currently estimated at about 2 thousand people. Despite not a necessity, the Emperor usually picks the 90 members of the Thringat and the members of the Imperial Circle from this pool. It is considered to be a sort of a imperial court.
Imperial Circle
The Imperial Circle is the set of higher nobles and selected "canonized noblified" citizens of higher standing, that reside in or near the Imperial residence and are tasked in creating a sort of a high nobility. It serves as a advisory body to the Emperor.
Political Quorum
The Political Quorum is de facto the most prominent Quorum in the legislative branch of the government. It consists of the members of the 5 legal political parties:
- His Majesty's Party of Slethar - The biggest and by far most asposed political party, formed in the eve of the restoration of the monarchy
- Sletharine People's Party - Currently the party with the longest history in Slethar, historically indifferent to the ruling system as long as their program is met
- Sletharine Party of Social Monarchists - A splinter group of Social Democrats, who supported the restoration of the monarchy
- Sletharine Patriotic Party - Party formed in 2007 after the restoration of the monarchy as an umbrella corps of all mid- to far-right parties
- National Party of Slethar - Party dedicated to the development of Christian Orthodox values, overall supportive of the monarchy
Every 6 years, a total of 447 members are elected from the Political Quorum by the general populace into the Sletharine Thringat, a parliament. It is assumed, that up to 150 thousand people are members of the Political Quorum (meaning they are members of one of the five parties).
Political Assembly
The 5 political parties are associated in a "coordination assembly" of sorts, named the Assembly of the Political Quorum. It is a different organ to the Thringat, which is not elected, but appointed by the leaderships of the respective parties as a sort of coordination center of the recognized Political Quorum for the cases when the Quorum is asked for an opinion. It also serves as the supreme body of the Political Quorum, that works to coordinate the candidature to the elections into the Sletharine Thringat.
Outside of the five political parties, it also includes independent politicians recognized by the Political Bureau and two other organizations - Association of local representatives and the Association of the Youth
Carrier Quorum
The Carrier Quorum is a quorum, where the appointed experts to the cabinet, as well as politicians participating in the executive branch of the government are located. This branch is technically subservient to the Imperial and Political Quorums, but is de jure a self-sufficient independent branch of the government.
The highest body of the Carrier Quorum is the Imperial Council of Carriers, which serves as a governmental cabinet.
Judicial Quorum
The Judicial Quorum is the judiciary branch of the government. It consists of all the judges and civil dispute mediators, as well as military tribunes and imperial tribunes.
The judges are appointed by the Carrier Quorum, the civil dispute mediators are appointed by the local autorities, military tribunes by the Military or the Military Bureau and imperial tribunes are proposed by the Imperial Quorum and appointed by the Emperor.
