The Meeting at Hanoi took place between the leaders of the Neocon forces and the leaders of Ingelmia and the Guadosalam Federation in 15 December 2034 at the Trịnh Quốc Tổ Memorial Hall. The meeting was considered by many to be the first failures of the Neocons.
The objective of the meeting was to obtain support of Ingelmia and Guadosalam in the planned Invasions of Archadia, Rhodeia, Basel-Ebel, Archadian Arithea, Zanarkand, New Akiba, and Nihhon-koku. But the meeting largely ended in failure, heavily costing the Neocons the opportunity to speed up the Heimdallr's loss in the war, and ultimately leading to the crucial Operation Total, the Neocon Invasion of the Erebonian Empire
The Meeting
The meeting began at 9:00am in the Trịnh Quốc Tổ Memorial Hall with the participant countries respective ministers as witness. President Robert Starkweather was the first to speak, and ruled out the purpose of such a meeting which was to augment the Neocon war effort, and rid the Heimdallr nations of their divergent ideals. He expressed that the opportunity had been opened to both Ingelmia and Guadosalam to join in.
However, Junios was quick to stop Starkweather's prophetic message, citing that he not cause too much of a fuss in the meeting by sugarcoating his word and that the meeting was of an urgent matter. Immediately, Quenminese President Quyen sped to the primary concern of the meeting, which was the purpose of why it was called for. She emphasized that Ingelmia and Guadosalam's role would be of vital importance and that it would bring about a mass liberation from the Heimdallr Council's influences. Seeing as how Ingelmia and Guadosalam still had its resilient military force, she urged the two leaders to consider joining the war on the side of the Neocons. In return, both Ingelmia and Guadosalam would receive a full economic and military assistance from the Neocons.
Joyonghean President Pan Nam-seon promised the two leaders that the Neocons would "do everything in its power to help Ingelmia and Guadosalam" by recognising their respective claims in exchange for a full military rearmament and participation in the planned invasions of Nihhon-koku and the Erebonian Empire. Guadosalam would receive full support to consolidate a total rule in South Amerigonna by invading Archadia.
Unbeknownst to the Neocons, both Mancini and Junios had been informed well by Lucian Field Marshal Kiriya Kitagawa about the Neocon plans, in which the full purpose of dragging Ingelmia and Guadosalam into the war was so that the Neocons can take control of the country through a puppet government, achieved by means of plunging the two countries into a massive debt trap and incite a rebellion to install a puppet government under the Neocons rule. And from there, the Neocons would be free to install military armies for an invasion.
Both Junios and Mancini agreed to do such on the following conditions:
- Massive shipment of arms, supplies, and men to aid the respective invasions mentioned in the 2nd Phase of the War Plan
- The said invasions must be undertaken simultaneously
- The turnover of Archadia's territory to Guadosalam, and Ingelmia's control of Oceanian countries, Rhodeia, Archadian Arithea, and Basel-Ebel.
- A Massive economic support to relieve their critical economic and military situations
The request by the two leaders was seen as extortionate. President Robert Starkweather immediately made an example of the puppet state of Taoyuan and its economic growth in order to gain traction to their offer over Mancini and Junios' conditions without mentioning territorial requirements as stated by the two leaders. The two retorted and said that they will remain faithful with their condition and would not consider anything further. As a result, the meeting would go on for several more hours with the Neocon leaders repeatedly making many counteroffers until President Raphaëlle Ménétries iterated that despite having the capability, it would cost much of their resources that they had prepared for and hoped that with Ingelmia and Guadosalam's support, they could make it easier to transport reinforcements and supplies.
Unwittingly, President Ménétries would expose the sole purpose of Ingelmia and Guadosalam's intervention in the war, which gave the final sign to both Mancini and Junios to reject the Neocon's offers.
By the end of the meeting, Junios made it clear to the Neocons that the war against the Heimdallr Council was not of his concern while Mancini emphasized that Guadosalam was not ready for another war, and that even with Neocon support, it would not have done much to save the economies of the two countries. Mancini later walked out and left. Before leaving, Junios would famously say "Your desperation is showing, even if the war is in its middle stage. I would not be surprised that in 6 years, all your countries would be in ruin."
Aftermath
Realistically, the Neocons would lose nearly 70% of their resources that would have been enough to wage war against Amerigonna, Africanna, and Europa, which Mancini knew but did not speak of. In addition, Mancini and Junios, through the continuous counteroffers made by the Neocons showed that the Neocons were desperate to win the war over the Heimdallrs, being that the landmass controlled by the Heimdallr nations was still too big to handle and that commitments from the two countries were needed.
As a result of the failure of the meeting, the Neocons were unable to conduct their 2nd Phase of their War Plan, leading its abandonment and focus shifted to invading Erebonia in order to swiftly put an end to the Heimdallr Council. The meeting was seen to expose the desperation within the Neocon forces, and that it dependent on the use of Ingelmia and Guadosalam's land to continue waging war against the Heimdallrs. Although Bethausian President Khaing Zeyar Zin suggested to forcibly invade both Guadosalam and Ingelmia, it was nonetheless seen as impractical by the other leades, given that invading the two counties would overextend their supply lines, and having the need to get past Heimdallr controlled areas and regions, that would take months and even years. Guadosalam and Ingelmia would remain neutral for the duration of the war.
