Aosta, officially the Socialist Republic of Aosta (Vespasian: Repubblica Socialista d'Aosta), is a Socialist Non-Partisan Democracy located in southern Asteria Inferior in Kylaris. It is bordered to the north by the Azure Coast and to the west by Belmonte.

Aosta has a developed, industrialized economy with a high standard of living and moderate personal wealth, coupled with very low income inequality, and a robust welfare system. Its capital and largest city, Rivoluzione, is consistently ranked as one of the healthiest cities in Kylaris, featuring a population of 5.8 million people. It is historically one of the oldest continuously inhabited settlements in Aosta and sits at the eastern coast of Isola Caffè, and is the seat of power in the Aostan Archipelago. Other urban areas include Porto Vendemmia, Speranza di Iyambaé, San Cristoforo, and Giuliana Città.

Aosta is a sitting member of several supranational organizations, including: the Community of Nations, the Association for International Socialism, and the Organization of Asterian Nations.


History

Pre-Colonial Period

Colonial Period (1950-1782)

Aosta began as a Povelian colony in 1530 and quickly overran the local Guarani tribes in a series of brutal campaigns. Aosta became an important trade hub and garrison colony in the 1600’s, harassing Azurian fishing and trade vessels near the island of Sarazen and participating in the wars of its colonial master. After the Ten Years’ War in 1721, Aosta was left as the only Povelian colony in Asteria Inferior, and so it continued to rampantly militarize. Taxes levied on Aosta in 1782 after the 8th Tyrrenhian War cratered the economy and, coupled with the Blood Plague, led to civil revolt and the rise of the Colonial Military Authority.

Colonial Military Authority (1782-1816)

The CMA cracked down on dissent and rapidly shored up medical supplies and arms manufacturing. By 1787 the situation had improved and the CMA began to allow indigenous cultures to practice their customs to ease tensions and free up resources. In 1816, the United Kingdom of Etruria granted Aosta dominion status.

Dominion and Revolution (1816-1939)

The 1928 Great War provided Aosta with the X Legation City of Möritzg (Vespasian: Legazione Città di Moritzga) in 1935 and proved that Aosta could stand on its own as a nation. Aosta declared independence from Etruria in 1937, but it soon became apparent to citizens that the former CMA officials planned to reinstate brutal colonial era policies. Lower-ranking military officers and ordinary citizens swarmed government offices across Aosta in what became known as the Aostan Revolution. After several years of civil war, The Socialist Republic of Aosta was formed in 1939 as a socialist, single-party parliamentary state.

Early 20th Century (1939-2000)

The SRA enacted wide-ranging reforms, including the promotion of indigenous cultures, universal suffrage, a nascent welfare system, and the end of compulsory military service. The SRA brought these reforms to the Legation City of Möritzg and supported socialist revolutionaries on mainland Asteria Inferior in the 1950’s. In the 1970’s, a nationwide referendum was held that cemented transparency rules in the government and formed the Independent Commission for Appropriate Political Behavior in order to curb rampant factionalism and corruption in Aostan politics. In 1987, Möritzg was returned to the X. At the ICAPC’s recommendation, and with popular support behind the measure, all political parties within the SRA were prohibited in 1990.

Contemporary Period (2000-2022)

By the turn of the 21st century, Aosta had pivoted to become more diplomatic on the world stage. For example, the Aostan Hospital Fleet provided aid to Eldmark in 2019 in the aftermath of Hurricane Jerome and to Tsabara in the same year during the Tsbaran Crisis. Aosta is an active member of the Association for International Socialism and promotes medical, aerospace, and Glacian scientific missions and endeavors. The SRA remains something of a black sheep in Asteria Inferior, being the only socialist nation in the continent with a far more socially liberal society than its neighbors, and its industries tend to compete with those in the Azure Coast in particular. The influx of immigration (stemming from a variety of causes, from war emigration to those seeking a more culturally free society) since 2019 has caused something of a nativist crisis within Aosta.

The 1939 Constitution of Aosta is the supreme law of the nation and consists of written text and several unwritten conventions. The Aostan Dominion Act of 1816 provided Aosta with a parliamentary framework and with a greater degree of autonomy from Etruria. The Aostan Declaration of Independence signed in 1937 by Colonial Military Authority officials severed all legislative ties to Etruria.

Aosta's judiciary serves as an interpreter to the Aostan Constitution and has the authority to annul legislation that violates the Constitution. The People's Supreme Court of Aosta is the nation's highest court and consists of twenty-five Supreme Justices led by Chief Justice Ramiro Ambrosi as of January 12th, 2015. The Aostan Legislature appoints Supreme Justices by means of majority vote following consultation from leading legal experts and background reviews from the ICAPB.

Civil law is the prevailing legal framework throughout the Aostan Archipelago. Criminal law is solely the responsibility of the federal government and is uniform throughout Aosta. Law enforcement, including criminal courts, is officially a federal responsibility.

Aostan Indigenous Law provides particular constitutionally recognized rights to territory and traditional practices to indigenous groups in Aosta. Because virtually every treaty signed between indigenous groups and the colonial authorities prior to the Aostan Revolution was broken by colonists, the Founding Comrades of Aosta (many of whom were indigenous themselves) decided to bestow certain constitutional rights and protections unto people of indigenous descent. These may include provision of services, such as preferential health care for optional procedures, priority mail transport, and exemption from taxation.

Foreign Relations and Military

The Socialist Republic of Aosta is recognized as a middle power for its towards multilateral solutions in both regional and international politics. The modern-day Aostan Armed Forces rarely see combat save for AIS training exercises and in the defense of the Aostan Hospital Fleet, but statements made by Secretary General Gionatan Banche at the 2020 State of Aosta Address indicated that they may pivot towards international humanitarian interventionism in the near future. In the past however, the Aostan military has had a long and storied history of combat both at home and abroad, and even served as the governing body of Aosta from 1782-1816.

Aosta employs a professional, volunteer armed forces of approximately 125,000 active and 75,250 reserve personnel; policies such as conscription and compulsory military service were abolished in the 1939 Constitution of Aosta. The Aostan Armed Forces comprise the Aostan Army, the Aostan Navy, and Aostan Air Force. Of these, the Navy has enjoyed historic success and expenditure preference in the military. The Aostan Navy largely operates as a green-water navy to secure national littorals and economic trade, but it is capable of replenishment at sea operations more typical of a blue-water navy. In the latter capacity, the Aostan Navy provides security to the Aostan Hospital Fleet and other humanitarian missions.

While Aosta is a socialist nation, its geographical position has made it far more efficient to make trade agreements with some of its capitalist neighbors. Over the years, this has earned Aosta the reputation of being a capable trade partner; political pundits sometimes remark that "Aosta refuses to play the 'Great Game.'" Aosta is a member of multiple supranational organizations: the Community of Nations, the Association for International Socialism, and the Organization of Asterian Nations. As of December 2021, Aosta has tendered its application of ascension to Estmere for the International Council for Democracy.

Aosta maintains and curates content submitted internationally to its Archive of Digital Content (Vespasian: Archivio dei Contenuti Digitali), a digital library providing free access to literature, music, images, movies, games, archived websites, and more. While the majority of the DAO's content is automatically collected by web crawlers, citizens across the world are able to submit their own content to the library, which is curated for quality and made available for viewing. The DAO has often been criticized by people who claim that it is a hub for digital piracy. The Archive's Director Lia Galante contends that the DAO's efforts and the contributions from people around the world "enrich the human experience and serve as a reminder to the greatest human quality, one that transcends creeds and borders: generosity."
