It is the flagship of the Soviet Navy and the Black Sea Fleet. She was built by the Black Sea Shipyard in Nikolayev from 1988 until its completion in 1996. She was initially titled Kremlin before being renamed after the Soviet city of Ulyanovsk, named after Soviet leader and communist Vladimir Lenin (Vladimir Ulyanov)
