The Heimdallr Council refers to the growing military and political cooperation of several nations during the Eurasianna War. Its common traits include ordoliberalism, social capitalism, and social corporatism. It also advocates social liberalism and progressivism on its certain viewpoints and foreign policies. The council itself is considered the most vocal and are the harshest critics of the Global Neoconservative Movement. It was formed as the WIRS Pandemic took place.

Established in 28 June 2025, 2 weeks after the Erebonian Empire was declared a Rogue state, the countries of the United Kingdom, Gallia-Bruhl, Rubrum, Zanarkand, and New Akiba formed the Council of Six. On 1 July 2025, the Guinea Islands, Jutland-Gimli, Basel-Ebel, Nihhon-koku, Dalmasca and Nabradia, and Alteria joined the council, renaming the Council of Six to the Heimdallr Council. In September, after months of blatant disagreements on certain neoconservative policies with the Allied High Council, the Holy Galbadian Empire, Taoyuan, Esthar and the Archadian Federation was expelled from the council, resulting the three nations to join in Heimdallr. Nibelheim-Saxe-Hanover was the last Allied nation to join the council on 27 December 2025, after PM Aerith Gainsborough pulled Nibelheim out of the country due to massive amounts of disagreements and unfulfilled support.

The countries condemned the actions of the so-called Neocon 5 (Quenmin, Joyonghea, Bethausia, Holy Trabian Empire, and Concordia), as well as the Allied High Council. Especially on its policies of interventionist, privatisation, and the denying of rights to labour unions.

The creation of the council dealt a massive separation of certain allied formations, prompting the allies being unable to fight the Imperials united.
