The College of Praetors is a body consisting of the Emperor and the magistrates charged with leading the central government's executive bureaus. The College is an advisory body of senior government officials, and is a leading committee of the Imperial Court, second only to that of the Sacred Assembly. Officially, the college is chaired by the emperor, though he is not a member of the college himself. In the emperor's absence, the Master of Offices traditionally chairs the college, though the emperor may appoint a designee.
Members of the college are appointed by the emperor and serve as his pleasure, which means members can be dismissed at any time. Traditionally, a number of college positions, typically those of praetor-status, are appointed from within the Senate, most often from the leading faction. Executive bureaus may be created, added, or removed from college status at any time. Meetings typically take place in the Pictura Room, at the Palace of Augustus, in Castellum, though there is no designated meeting place as the college has the ability to meet where ever the emperor is present.
Authorizing law
The College of Praetors was first constituted during the reign of Empress Maria III Tullia as an advisory gathering of minor magistrates not authorized to meet with the Sacred Assembly. Upon the ascension of Emperor Theophylactus I Anicius, in 1846, the College was organized into its modern form, similarly to the committee of executive magistrates created by Theophylactus when he served as Count of the East as heir apparent.
The College is authorized by the 1846 Edict of Leonopolis (#01846-04), and saw the inclusion of Master of Offices, Count of Petitions, Master of Soldiers, Count of the Sacred Largesses, Aedile, and the creation of the Foreign Praetor, Trade, and Agriculture. The consul was added to the college in 1848. The authorizing edict has remained largely unchanged since it was issued.
Eligibility and selection
All members of the College are appointed by the Latin Emperor, often upon the advice of the Master of Offices or the Consul. College members of praetor-rank are traditionally appointed among the current Senate, i.e. Praetor for Foreign Affairs, Aedile, etc. Most commonly, these senators are chosen among the faction or factions that hold a majority in the Senate. While a non-senator can hold a praetor-level position, typically the Emperor will appoint an individual to the Senate to then appoint to the college rather than appoint a non-senator. This most recently occurred with the appointment of Duke Flavius Aemilius to serve as Foreign Praetor.
Contrary to widely held belief, one does not need to be a Latin citizen to serve on the College of Praetors; however, this is a rare occurrence. The most recent appointment of a non-Latin citizen to the college was when Empress Marsella was appointed Master of Offices by Emperor Jason VI Claudius in 2010.
Oath
College members, before entering into their duties, must provide a series of oaths, including an oath of allegiance and loyalty and an oath of secrecy.
