Baku (Azerbaijani: Бакы) is the largest city and capital of the Azerbaijan Soviet Socialist Republic, with a population of 2.8 million people as of the 2019 census; 26% of the total population of Azerbaijan were recorded as living in the city. Azerbaijan is the only megapolis in Azerbaijan and is a centre of culture, science and industry for the republic.
Baku is the largest city sitting on the Caspian Sea and in the Caucasus region. It is also the world's largest lowest lying city, sitting 28 metres below sea level.

Baku is a diverse city containing numerous different ethnic groups, and was for a time was a cosmopolitan city. In recent years however, the city has become majority Azeri, with a significant Russian and Armenian minority. Russians once formed a large population in the city, making up as much as 42.5% of the city's population in 1939. In recent years the number of Russians has been steadily decreasing due to repatriation back to Russia. The city's Jewish population has also been steadily decreasing due to Aliyah to Israel.
