The Soviet of Nationalities is the upper chamber of the Supreme Soviet of the USSR, responsible for representing the titular nationalities of the Soviet Union. It is composed of representatives from the Republics of the Soviet Union, autonomous republics, and autonomous oblasts and okrugs.

Union republics are assigned 32 deputies (excluding autonomous units), autonomous republics are assigned 11 deputies, autonomous oblasts are assigned 5 and autonomous okrugs are issued one. The system is such that all nationalities are represented equally. The Soviet of Nationalities does not represent ethnic groups, but instead represents the titular "nationalities" of each territorial unit represented, e.g. Ukrainian for Ukraine, Tatar for Tataria, etc. This system has been criticized, as many notable ethnic minorities or nationalities which have no representation in the form of an autonomous republic, oblast, okrug, etc. will also not have any representation in the government.
