While its role is advisory and administrative and not to collectively decide government direction, the Council is quasi-parliamentary as all appointees to the magisterial roles are [[Nobility of Latium#Comes system|Counts Fourth Class]], or [[Senate of Latium|Senators]]. Magistrates are appointed by the Monarch and serve at his pleasure; according to constitutional convention, most often from the leading faction of the senate but this is not always the case. All members of the Sacred Assembly are Collegium Primicerium.

Magistrates are government ministers that serve as head of a {{wp|Ministry (government department)|government department}}. Magistrates are appointed by the [[Monarchy of Latium|Monarch]], and serve at his pleasure, after Senate confirmation. By modern convention, the Consul, as head of government is afforded the ability to advise the Monarch on certain appointments in order to achieve successful confirmation of magistrates. While there is no set term for magistrates, most often magistrates are appointed after a general election. Magistrates are required by edict to be sitting Senators, and resignation or loss of a Senate seat results in resignation of the magistrate office.

However, meetings take place wherever the monarch is located at any given time. As such, while the majority of meetings are held in Castellum, many meetings are held in [[Adrianople]] or [[Ascanium]]. Each individual council within the Emperor's Council has its own offices and venue for daily business.

The main venue for meetings of the full Emperor's Council is Grand Ballroom at the Palace of Augustus, in Palatine, Castellum ab Alba. However, meetings take place wherever the monarch is located at any given time. As such, while the majority of meetings are held in Castellum, many meetings are held in Adrianople or Ascanium. Each individual council within the Emperor's Council has its own offices and venue for daily business.
