The Latin Empire has formal diplomatic relations with most nations and are implemented by the Foreign and Overseas Bureau. The Emperor plays the primary role in setting the nation's foreign policy, however he does so in consultation of the Master of Offices, Senate, the Praeses Senatus and numerous other agencies play a role in setting policy.
