Rachel Kourtney (born (1984-07-12) July 12, 1984 (age 39), Pacifica Rachel May Viviana Champlain-Kourtney) is an Alecburghish politician who is the current Prime Minister of Alecburgh since December 1st, 2021. She was elected Prime Minister following the resignation of Sparrow Creed, and is the 18th person overall, and third woman to hold the title. She is also the first female Prime Minister with Black descent, via her father.

Early life

Born on July 12, 1984, Pacifica Rachel May Viviana Champlain-Kourtney, is the eldest daughter of former governor Lawrence James Champlain-Kourtney who represented Outer Muskeleagua from March 10, 1981 to March 10, 2003 and Paola Grace Sydney. Her grandfather, on her father's side, Peter Champlain-Kourtney, was also a governor who represented Inner Muskeleagua from March 22, 1967 to March 11, 1978 and then a interim-term from July 30, 1989 to May 3, 1990. She was raised in Pierce Harbor, a coastal town in Outer Muskeleagua with her father. Rachel was raised in a small home with her parents, and her three siblings, her older brother, Malcolm Pierre, her fraternal twin sister Helen Jane, and their younger sister, Sienna Claire.

Throughout her childhood, Rachel would play many different sports. Accounting on those experiences, Rachel mentioned that she played football more the majority of her childhood, but also tried out cross-country, track, and even diving. Her parents, Lawrence and Paola were always open to Pacifica and her siblings to try new things. At age 13 for example, Rachel and Helen would travel to Emmiria as part of a school trip that their older brother Malcolm had taken part in three years prior. At age 15, Pacifica traveled to Cyruda, accompanied by her grandfather and younger sister, Sienna, for a football tournament that her premier team was taking part in.

In her twelfth year, Rachel took part in her school's Debate team. She found that with private lessons with her politician father and grandfather, she had a real quirk for it. Rachel and her twelfth year class debate team would later represent Outer Muskeleagua in the National Secondary School Debate Competition (NSSDC). They would end up losing to Hendreya's team in the quarter finals after defeating the [Cape] Namian and Aiti teams in the previous rounds.

In 2002, Rachel would be accepted into eighteen different universities, including Outer Muskeleaguan Interior College for a football scholarship. Rather, Rachel would attend Muskeleagua University, the largest higher education institution in both Inner and Outer Muskeleagua. Rachel would graduate in 2006 with a Bachelor's degree in political science. In her final year at MU, she would meet Blake Clarke, a Saint Croix born, but Alecburghish raised, engineering major.

In 2007, Rachel would leave her job at her town's local secondary school where she worked as a part-time history teacher, and would go to the University of Porté and Mary-Grace in Kynnport, only to graduate in 2008 with a Master's Degree in Political Science. For 6 months after she graduated with her masters, she would attend post-graduate classes for a fast-tracked minor degree in Spanish that she was working on during her first and second years at MU.

She would successfully gain her minor degree in Spanish on October 24, 2008.

In 2009, Rachel would marry her long-time boyfriend, Blake Clarke.

Political career

Mayor of Leah River, O.M.; First Spell

In April of 2009, a few months after she married Blake Clarke, Pacifica would begin a political run to become Mayor of Leah River, a moderately sized city, at the time, in Outer Muskeleagua with a population of 41,000. Pacifica would say in an interview in 2011 that: "Leah River would perfect. It was near my old home town [Pierce Harbor, O.M.], and it was a prime location for anyone who wanted to make it big in Outer Muskeleagua."

On June 25, 2009, Pacifica would defeat incumbent Mayor, Andre Cruz, in a passive race where she ended with 19,340 of a possible 31,870 votes.

On August 7, 2010, Pacifica would sign the 132nd Outer Muskeleagua Municipal Leader Petition to Pardon Vinny LeCroix who was convicted of killing three in a car accident where his brakes went out and was to serve three life sentences. LeCroix would be successfully and fully pardoned by King Riddick II himself on September 5, 2010.

On August 3, 2011, Pacifica would help hammering in the final spike in the Leah River Rail Bridge, a historic bridge that would finally connect the East Muskeleaguan and West Muskeleaguan Railroads which had built in 1899 and 1923 respectfully.

Pacifica would go on to win her reelection campaign of 2013 against Jared Gull.

On October 28, 2016, Pacifica would help Leah River celebrate its Centennial of being an Incorporated town, on the specific date one hundred years after Leah River split from Borson, Muskeleagua (now Outer Muskeleagua).

Pacifica would once again win reelection in June of 2017, but would resign on July 18 of the same year to pursue the position of Minister of Internal Affairs.

Minister of Internal Affairs

In late July of 2017, Pacifica would begin her pursuit to become the brand new Minister of Internal Affairs after the retirement of the former minister, Elliot Winter.

On September 2, the Alecburghish Parliament voted in favor of Champlain-Kourtney, and she would be officially assigned the position on September 4.

Starting September 8, Pacifica would help co-moderate the Morning Meeting of the Alecburghish Parliament with (at the time) incumbent Prime Minister, Benjamin Warren. Her co-moderation would last until her resignation.

On October 9, Pacifica met with Drezquenian Vice-President, Andrea Vaníčkov, in Kynnport.

On October 20, Pacifica would participate in a meeting between Warren and former Prime Minister, Donovan Zareni. She would be asked to leave at the 26 minute mark after Warren requested to speak about Confidential Information pertaining to the new findings of the former Parliament member Israel Guerrero's Trial.

On November 18, Pacifica would resign after the death of her older brother, Malcolm.

Mayor of Leah River, O.M; Second Spell

On February 11, 2018, just in time for the new election of Mayor in Leah River, Outer Muskeleagua, Pacifica would enter her name in to the polls. She would gain an overwhelming 93% of the city's votes.

On April 8, 2020, the Inner Muskeleaguan and Outer Muskeleaguan State Parliaments awarded Pacifica with 'The Medal of the Teal River', the highest award that can be possibly given to a politician from Inner or Outer Muskeleagua. This would make her the first woman to gain one, and would also make her the first person in history to be a third-generation winner after her grandfather won it in 1990 and her father in 2002.

On November 12, 2021, Pacifica would resign as Mayor of Leah River after twelve combined years as Mayor of Leah River, so that she could enter herself in the Late 2021 Alecburghish Prime Minister Election.

Prime Minister

Pacifica Champlain-Kourtney was elected as Prime Minister of Alecburgh on December 1, 2021, after the resignation of Sparrow Creed.

As part of her first domestic visit, Pacifica traveled to Shelby, Valenburg on December 10 to attend a student-ran campaign against deforestation, and even read a short speech to the students of Lark Gardens Elementary. Soon after doing so, she would travel to Providence, Valenburg, to stop at the Queen Chelsea Hart Memorial Cancer Research Center. There she met with both normal, and pediatric patients.

On December 12, Pacifica traveled to Isla de Rodriguez and began a multi-day meeting with former Prime Minister and current Governor, Isla Pass. They would hold three private sessions each day in Pass' private residence before having a public forum on December 15, where Pass and C.K. were asked questions retaining to being a Prime Minister and women roles in government. A strong ban on questions about the Death of Malcolm Champlain-Kourtney and the Jason Graham Scandal were applied to the forum. After the forum, C.K. noted that: "The trip was a success. I can't believe how much I've learned from her [Pass], and I hope to work more with her in the future since well... she's a history maker! The first female prime minister? I'm standing right next to her, and she's telling me how much it's a pleasure to meet me. It was surreal. I've looked up to her ever since she was elected in '05."

On December 21, Pacifica and Dakota Hudson attended a conference with local leaders of the state of Beaves-Hatteras. After exiting the building, shots were fired at the two leaders. While C.K. got away unharmed, Hudson was brought to Tannyville Metropolitan Hospital due to being shot in her clavicle. The perpetrator, Billy Tanner, would later be caught on December 23 outside of Lynn, Beaves-Hatteras. Hudson would be discharged on December 26. After the event, the Line of Succession for Prime Minister was put into question as the Alecburghish Constitution states that the Prime Minister: "Must be Alecburghish born." Meaning, Dakota Hudson would be unable to become Prime Minister if anything were to ever happen to Pacifica. The Alecburghish Parliament will be debating this topic in late-January.

On December 24, Pacifica and Diana I brought in Christmas with the unveiling of the Tree of Hart, the first public Christmas tree outside of the White Palace since 2011. She would then give a speech followed by Diana who had her own.

The 2022 Leaders Summit

On January 5, 2022, C.K. announced that she'd be participating in the 2022 Leaders Summit which would be her first international trip as Prime Minister, as well as the first time she would be meeting with leaders of fellow sovereign nations.
On the first day of the summit, January 8, Pacifica was instructed by Diana to wear one of her own dresses. Pacifica would go on to later say that: "The experience of the night was fantastic, but the dress and shoes definitely ruined by ecstatic mood for the most part. The dress was tight and short, while the heels were too tall and cutting off the blood flow to my feet. Overall, I felt like a slut the entire time I was there the first day. The Queen definitely chose the wrong dress for me. I'm very happy the second day's outfit was my own. I must admit though, if it weren't for the stumbling the heels caused, I wouldn't have bumped into Cherdenko from Kossmil." Pacifica would successfully speak with Kossmilian President Nikolai Cherdenko and Crown Prince Nicholas V about a trade and tourism agreement between Alecburgh and Kossmil which would see Kossmilians traveling to Alecburgh in an influx fashion, as well as the leaders agreeing to travels with one-another's nations. Diana would later state that: "She'd love to travel to Kossmil, and it would be an honor just to meet the Prince [and President]."

Pacifica would then meet with the President of Zamastan, Atticus Moreau. Pacifica has yet to comment on what the two of them spoke about.

On day two, Pacifica wore a dress of her own choice which led to many in the summit would call 'a relief'. She would meet with Albarinean Chancellor Sadie Melhaven later that day in a successful discussion about regional security.

On the second and third day, Pacifica would have a much more relaxed outing. Speaking to a plethora of other leaders, but nothing compared to her activities on the first.

At the end of the summit, Pacifica would successfully meet nine leaders from eight nations.

Isla de Rodríguez Autonomy

Starting in March 2022, Pacifica began constant conferences, turned summits, with Rodrígueza Governor, Isla Pass. These meetings began as usual monthly meeting between the two leaders, but soon would turn into weekly discussions between the two of them, both in Kynnport and on Isla de Rodríguez.

Those who attended these discussions would comment that everything seemed cordial until March 28 when these two began to discuss 'further autonomous amendments' for the autonomous island region. These discussions included the creation of new smoking laws only for the island, as well as the adoption of the Rodrígueza Peso as the island's new legal tender. Pacifica would become criticised for these discussions by several members of Parliament for 'dividing the link between Alecburgh and [Isla de] Rodríguez'.

On April 11, Pacifica met with Pass to finalize the Implementación de la Ley Rodrígueza Peso (Implementation of the Rodrígueza Peso Act) in Kynnport.

National Approval Risen

In April of 2022, Pacifica began the process of meeting with fellow international leaders on a more routine basis compared to predecessors in her position. This includes meetings with the leaders of Unified Sera and Shoassau, as well as hosting a meeting between Yuan and Zamastan in Kynnport. After the latter meeting, Pacifica was met with significant praise by citizens and opposing politicians, leading to her approval percentage to rise from a fair 66% to an estimated 73%.

The Queen Iris Era

In July 2022, tragedy struck Alecburgh after the Royal Air 3 Crash that claimed the lives of Princess Irene, Princess Elizabeth, and the reigning Queen, Diana I. Only hours after her presumptive death, Iris I took control over Alecburgh in an emergency coronation. Pacifica would state that she was "still loyal to the crown, no matter who [was] wearing it".

In September, Pacifica would hold a press conference about the Tour de Alec, but would be overran by questions concerning the Royal Air 3 Crash and Queen Iris. In an act that pro-monarchists call 'treason', Iris claimed inferred that there was a possibility of Iris I's involvement in the crash.

Personal life

Pacifica married Saint Croix-born, Alecburghish citizen, Blake Clarke on January 23rd, 2009. She would gain Saint Croix citizenship through Blake in July of 2018.
Pacifica and Blake have three daughters; Their eldest Olivia Mae (2010), and twin daughters, Avalon Kai and Evangeline Rae(2012).
In terms of sports, Pacifica has been a big supporter of FC Pike Harbor out of Outer Muskeleagua ever since she was a child, and after going to UPMG, she became a fan of FC Armor Bay out of Kynnport (relegated to the APL in the 2018-19 season), as well her alma-mater teams: the Muskeleaguan University Barracudas and the UPMG Cranes, specifically the later school's basketball team, which she has been frequently seen attending.
Pacifica has been vegan ever since she turned nineteen years old, and has raised her daughters to be the same. Pacifica would go on to talk about the change in diet in a 2017 interview with MBN (Muskeleaguan Broadcasting Network), and how it came after watching 'You are Meat too', a Vitosian documentary that focuses on the meat industry in Nortua.
