The Central Library (Mutli:ఒలొ హునయ, Ol Hunway) is the name given to both an administrative agency of the Divine Throne and of its headquarter since its establishment by Itzamnaaj B'alam in 1840 as the successor of the Royal Collections and the K'uhul Ajaw' Private library. It's main purpose is to serve as the Legal deposit of the Mutul. It's stated mission is to collect, and restore if necessary, everything written and published in the Divine Kingdom. As a corollary, it is also tasked with the management and protection of this patrimony considered personal property of the K'uhul Ajaw.

But the Library also has a secondary purpose: it is the institution responsible for granting printing and publication licenses within the Mutul. By law all publishers within the Mutul must first deliver a copy of the manuscript they wish to print to be archived. During this process, the archival can be refused which will automatically lead to its diffusion being forbidden. The Central Library is thus the main controlling body within the Divine Kingdom.

Internal structure

The Central Library is special in that it is both a religious organization, a public library and an administrative agency. Its media collections are considered the private property of the K'uhul Ajaw, who delegated their gestion to the religious Howler Monkeys Society of K'alak Muul in 1840. The name of the Order would be changed in 1848 to become eponymous with its headquarter.

The Central Head Librarian (Mutli:ఒలొ భ హ హున, Ol B'ah Aj Hun) is the director of the Central Library and is directly appointed by the K'uhul Ajaw and is responsible for the application of governmental directives. But he's also able to take decisions of his own, and is charged with the day-to-day administration of the Library. All decisions of the Ol B'ah Aj Hun are reported to the Divine Throne and published in the official newspaper of the government. Decisions taken by the Ol B'ah Aj Hun may be declared invalid by a decree of the K'uhul Ajaw.

Area of responsibilities

The official mission statement of the Library is the control, recording, and keeping of all print publications and medias. However, special decrees from the Divine Throne rules out that any publications refused by the Central Library is no longer allowed to be distributed in the Mutul and all demands by Mutuleses publishers to put a new book into circulation must be first run with the Central Library, with one copy of the manuscript being gifted to its collection. In the same way, the Green Librarians have the legal power to give and retract publication licences.

Open Research

Since the 2000s, the Central Library maintain its own Open-access repository for scientific articles, published or not (preprint), and of thesis: MAX. Mutuleses laboratories and institutes are thus mandated to send their work to the MAX archive, even if they've been published in foreign journals, in the same way Mutuleses journals are mandated to send their publications to the MAX even if they're from foreign scientifics. Poorly known and not really used internationally, the Central Library compensate this through cooperations with larger international archives and automated collection procedures.

Religious activities

The Central Library, as a religious institution, is also responsible for a number of rituals and festivities, which involve offerings and sacrifices to the gods Hun Batz and Hun Max and the promotion of art and literature. Many professors teaching in the Mutul are also associated with the Central Library, which finances studies in literature and other related fields. It also host public or private conferences and debates on various topics.
