The Noch’ob Nah (Mutli: "నొఛ న", House of Shadows") is the name given to the Mutul’s internal intelligence agency. It is charged with counter-espionage, countering cybercrime and surveillance of potentially threatening groups, organisations, and social phenomena. It works alongside the Akbal K'in (Mutli: "అఖభల ఖిని", "Night Sun"), the external intelligence agency of the Mutul, for questions of security. It report directly to the Chak B’ah Tupil (Mutli: "చక భ తుపిలి", "Great Head Policeman"), the Police Minister, and is dependent on a large number of field agents and informers.
Organization
The Noch’ob Nah comes under the authority of the Chak B’ah Tupil within the Divine Throne. The service is headed by a Lakamnoch’ (Mutli: "లకమ న", "Grand Shadow") who is directly supported by an internal security organisation, secretariat, legal advisory branch and information services branch. The Lakamok is responsible for the operational activity of the service, being responsible for three branches :
- Counter proliferation and Counter espionage
- The Religious Bureau
- Technical and Surveillance operations.
It liaises regularly with other agencies of the Mutulese government, such as the Akbal K'in, the Central Library, or the Tupil Olnah. All employees of the Oxokob Nah are bound by the Secrecy Seal, and informations about the service or its operations are rarely, if ever, disclosed.
History
Since the K'uy Dynasty, merchants and long range traders have formed a vast network of informants and spies for the Mutul, without any real organisation of the intelligence community. It’s only during the Chik’in Civil War, and the K’iche dynasties that followed, that the practice to form agents specialized in handling intelligence gathering appeared. These spies masters would stay in secrecy, without any actual organization, generally to the discretion of the Police Minister.
During the 18th and 19th centuries, internal intelligence gathering was handled by the Police Minister, while external intelligence was gathered by the Foreign Affairs Office, with little to no connexion between the two.
The current Intelligence agencies, the House of Shadows and the Night Sun, were created through Royal Decree in 1906 by Her Holiness Sak K’uk II, which contributed to the simplification of exchange of informations between the two agencies, and gave a legal cadre to their missions and actions, as well as an organisation destined to police them : the Night Tribunal.
