Joyce Hess is a Zamastanian activist and politician who serves as the Representative for Zian's 48th district, a seat which she has held since 2016. Born and raised in the coastal town of Fairfell, Zian, Hess graduated from the University of Tofino and became an activist in anti-war demonstrations and pro-immigration movements during the second Cassious Castovia administration. Immediately out of college, she was a member of the Progressive Party, but later joined the Green Liberal Party in her campaign for Congressional Hall. In the legislature, she has voted for every liberal-helmed bill since her induction. She serves on mulitple committee boards, including the Appropriations Committee and the Health, Education, Labor, and Pensions Committee. In 2019, she was a key figure in the formation of the Assault Weapons Reduction Act. She has headed PROADIM, which is a pro immigration advocacy group, since 2003.

Political career
From 2006 to 2015 Hess was a member of the Fairfell city counsel, where she served as a Progressive Party spokesperson on refugees and far-right extremists. From 2012 to 2013, she served as chairwoman of the FairGreens, a local chapter of environmentalist activists.
Congressional Hall
In the 2016 general election, Hess was elected into the Congress Chamber in a hotly contested race against incumbant BCP representative Anderson Kofler. In Congressional Hall, she has been a member of the Immigration, Refugees and Border Security Sub-committee since her election. In this capacity, she is also her parliamentary group's spokesperson on refugees. She has also served as an assigned member on the Appropriations Committee and the Health, Education, Labor, and Pensions Committee.
In addition to her committee assignments, Hess has been part of the Zamastanian delegation to the Sotoan Basin Union since 2017. She has served as deputy chairwoman of the Zamastanian-Artaskan Parliamentary Friendship Group (since 2018) and the Congressional Friendship Group for Relations with Muslim States in Southern Adula, which is in charge of maintaining inter-governmental relations with Apatonia, Thezu, Qolaysia, Zalluabed, Peoratia, Buckingla, Togaria, and Ascacia. In December 2020, Hess visited the Tastya refugee camp in Constantio to learn more about the plight of Syrarantoans fleeing the violence in the ongoing civil war that erupted earlier that year.
Under her work for human rights activists, Hess has been raising awareness for the work of persecuted dissidents, detained journalists, and political prisoners.
Personal life
Hess is married. In 2016, she gave birth to a son. The family lives in Sutton.
