Emi Kei known as the Magical Girl "Dawn Fighter" was a Magian fortune magician and later statesman who served as the 1st Proto-Master of Magia Regnum from 807 o 894. During the War of the City-States, she served as Supreme General of the United City-States of Emishoto and was a celebrated war hero. Emi planned and supervised two of the most consequential military campaigns of the warring period and saw to the unification of Magia Regnum. After the end of the War of the City-States, Emi was appointed as the first Proto-Master of Magia Regnum who oversaw the establishment of the new government and was responsible for consolidating power in the hands of the magical girls.
