Emi Kei known as the Magical Girl "Dawn Fighter" was a Magian fortune magician and later statesman who served as the 1st Proto-Master of Magia Regnum from 807 to 894. During the War of the City-States, she served as Supreme General of the United City-States and was a celebrated war hero. Emi planned and supervised two of the most consequential military campaigns of the warring period and saw to the unification of Magia Regnum. After the end of the War of the City-States, Emi was appointed as the first Proto-Master of Magia Regnum who oversaw the establishment of the new government and was responsible for consolidating power in the hands of the magical girls.
Early Life
Emi Kei was Emi was born in the city of Mutsugata, which was one of the major city-states that eventually participated in the War of the City-States. Emi was born into a family of mages who were renowned for their skill in reading the future, and Emi inherited this gift at a young age. Unlike most mages, Fortune Teller mages use conventional spells or incantations to cast magic. Instead, they relies on the power of their intuition, and their ability to sense and interpret the threads of fate that weave together to form a person's future.
Emi's fortune-telling magic was highly sought after by those seeking guidance or insight into their future. She often used a variety of tools and techniques to help her in her readings, such as tarot cards, runes, or crystal balls. When a client approached her seeking a reading, Emi took time to center herself and quiet her mind, allowing herself to focus on the energies of the present moment and to tap into the threads of fate that connect all beings. Emi also developed into a powerful offensive-magic user with her abilities which could use divination to gain insight into the opponent's strategy, weaknesses, and strengths, and use that information to anticipate their moves and take advantage of their vulnerabilities. Emi also made use of her divination abilities to foresee potential outcomes of a battle or conflict, and then take actions to ensure that the outcome favors them.
Emi was appointed to the Governors council where she prvide valuable insight and guidance to the governors military commanders. She analyzed the enemy's movements and intentions, predicted their next moves, and advised on the best course of action. Additionally, Emi's own combat abilities were put to use on the front lines, where she used her magic to gain a tactical advantage over the enemy.

The new magical academy, which Emi oversaw, produced skilled and powerful magical girls who became key players in Magia Regnum's defense and expansion.
Personal Life
There is limited information available about Emi's personal life as records of the time frame were limited and it is believed that she was a very private person who kept her personal life separate from her public role. It is said that she lived a simple life and focused all her energies on serving the nation. As a result, she was known to be a workaholic and rarely took time off. Emi was deeply committed to her duty and saw herself as a servant of the people. She was known for her strong sense of honor and believed in leading by example. Emi was also said to have a great sense of humor and was known to have a mischievous side, which endeared her to many of her followers. Despite not having a family of her own, Emi was deeply loved and respected by her fellow magical girls and was seen as a maternal figure to many of them. She was known for her determination and for always putting the needs of magical girls first.
Death
Being one of the earliest magical girls to be created in Magia Regnum, Emi's frequent use of magic and her exposure to corruption sickness took a toll on her body and magical abilities as she aged. This was a common problem faced by early magical girls in Magia Regnum, as their bodies were not fully adapted to handle the stresses of magic. As a result, Emi often suffered from bouts of magical sickness and fatigue towards the end of her life. Emi's frequent use of magic and exposure to corruption sickness eventually led to her body being unable to handle her magic, causing her body to ultimately succumb to magical exhaustion in 894 at the age of 102, leading to her passing. Her position was Succeeded by Shig "Shinging Light" Date.
