The Kami no Kotoba (Magia:神 の 言葉, Lit. Word of Heaven), often shortened to just the Kotoba is the national government of Magia Regnum, a Theocratic Magical Girl Timocracy in Dacia, Sparkalia. The Kotoba is composed of three distinct branches: executive, legislative, and judicial, whose powers are vested in the the Gaidansu, Tate-Shōsū, and Seigi Kaikan respectively.
Gaidansu
The Gaidansu (Magia:指導; lit. Guidance) is the executive branch that manages the operations of Magia Regnum and oversees the worship of the Ōrumaiti. The Gaidansu is lead by the Haimajika which is the most senior position in Magia Regnum. The Haimajika is the only individual who is able to speak with the Ōrumaiti on a regular basis and is invested with significant religious influence and domestic policymaking. The Haimajika also represents the Ōrumaiti to its own people, and represents the nation to the rest of Sparkalia. The Haimajika also fulfills many ceremonial duties mostly dedicated to the Ōrumaiti.
The Haimajika is chosen among those of the Gaidansu who, in the eyes of the Ōrumaiti, represents the purest and most ideal magical girl as well as the one who has the most aptitude to hear and communicate with the Ōrumaiti. The Haimajika serves until either disability, death, or unforeseen circumstances otherwise depose of them. When a new Haimajika is chosen, the members of the Gaidansu will meditate in insolation until the Ōrumaiti reveals herself to the one chosen. Typically this is a member of the Gaidansu, but it is not unheard of for the Ōrumaiti to call upon a worthy magical girl from beyond the organization.
The Current Haimajika is the Magical Girl "Seeker Bell" Isami Amari who is one of the oldest magical girls in Magia Regnum and has reigned for over 100 years.
In addition to the Haimajika the Saishi also make up the Gaidansu. The Saishi are the primary spiritual leaders as well as the principal official advisory body to the Haimajika. The Saishi do not have any collective executive powers or functions of its own, but in regards to religious affairs the Saishi regularly are consulted and teach as authorities.
Departments
in addition to the executive office the Gaidansu also consists of the following departments:
- General Affairs Department (総務部 Sōmu Bu) - oversees the Magian administrative system, manages local governments, elections and telecommunications.
- Resources Management Department (運用部 Unyō Bu) - responsible for magical girl resources and arcane resources management.
- Public Relations Department (広報部 Kōhō Bu) - educates Magians on Magia foreign relations as well as a point of contact for foreign publics to promote Magian values.
- Foreign Affairs Department (外務省, Gaimu Bu) - responsible for foreign policy and international relations.
Tate-Shōsū
The Tate-Shōsū (Magian:縦小数 lit. Denominated Few) is the unicameral legislature of Magia Regnum. It has 250 members appointed for a four-year terms by the Gaidansu with approval from the Seigi Kaikan. The Tate-Shōsū meets at least three times a year and in special occasion when called for by the Haimajika. While typically there is no political parties in Magia Regnum, members of the Tate-Shōsū often form "factions" within. The head of the Tate-Shōsū is referred to as the Prime Shoujo who represents the Tate-Shōsū, signs documents and speaks on its behalf. The Prime Shoujo is usually selected by an internal vote from among the members of the Tate-Shōsū with a ceremonial appointment by the Haimajika. The Haimajika may object to the choice; however this is a rare occurrence. A Prime Shoujo typically serves 6 years and can be re-appointed indefinitely.
Seigi Kaikan
The Seigi Kaikan (Magian:正義 会館; lit. Justice Hall) is the body which oversees Magia Regnum's contract enforcement as well as the protectors of the nation as an interdimensional security force primary tasked with monitoring fighting off Otherspawn which may appear. It fills a unique role as both a judicial organization but also a military role. The Justice Hall has three levels of courts: courts of first instance, courts of appeals, and the High Magia. The military arm, referred to as the Sentinels (Magian: 防人; Sakimori) , is a volunteer forces which upon a magical girl signing a contract may chose to enlist in. Magical Girls involved in the Sentinel Forces typically fall under a contract of 10 years and receive a pension after service. Sentinels are not obligated to serve once their term is up, due to the nature of their work, however many chose to go what is called "Career" and serve for many years longer of their choice. The leader of both the Judicial and Military affairs is the Shuryō (Magian:主要; Chief) and is selected from among the Seigi Kaikan by the Haimajika. The Shuryō typically is expected to serve a term of at least 8 years, however there is no hard rule for their tenure due to the nature of the affairs of the Seigi Kaikan. The Shuryō also has a shorter average tenure than the other chief positions at 15-30 years while it's counterparts average 45-100.

- Detention Bureau (拘留局 Kōryū-kyoku) - Responsible for managing imprisoned rogue Magical Girls and those inflicted with hoka fever that are otherwise confined for rehabilitation.
