The Ballon Protests of 2030-2031 were a series of protests and civil unrest, which began in 11 March 2030. It originated within the Lucis Isles after civilians protested against the Heimdallr Council's decision to effectively go to war against the Neocon countries, of which the countries were formerly allies. Political figures across Heimdallr Council countries took the opportunity to speak against its governments and demanded its leaders stepped down. Various anti-Monarchy settlements also rose as many called for King Noctis Lucis Caelum, Emperor Eugent Reize Arnor III, Queen Ashelia B'nargin Dalmasca, and Archduchess Cordelia gi Randgriz to renounce their thrones and give the control of the state to the people.
In her speech to the Concordian congress, Clemenzia Ancilla Zamboni ordered the protests to be steadfast and march to their country's government houses with guns and storm the buildings. This speech only served to place the security among the nations on red alert, as the home guards were activated and took to the streets. Protesters stormed police stations and stole weapons and equipment. In one instance, protesters attempted to storm Fort Daidoji Kitagawa and a short skirmish between government troops and mutineers began but this was repulsed as many were arrested and its key leaders put on trial for treason.
Although the protests were seeing progress in some Heimdallr nations, the protests in the 6 core nations were slow to reach their goals. Although the key Neocon nations had affirmed their support for the pro-Neocon movements, many were split on who to entrust control of the governments and funding to. The leaders could not agree on who to give power to once the Heimdallr governments had been overthrown. In the end, Concordian president Robert Starkweather proposed to focus on overthrowing the governments first before deciding the ruling governments. But even with this, the damage within the Neocon side already took effect.
