The Gneisenau Civil Guard, or more popularly known as the Gneisenau Partisans or simply Partisans, was the primary resistance movement against the Neocon forces during the Chalcedonic and Neocon Wars. It initially formed in 2016 as an anti-Imperial movement against Maximillian III and the Autocratic East Europan Imperial Alliance. Led by Generalfeldmarschall Friedrich Albricht, the Partisans are considered to be the primary resistance movement against the Neocons in both Europa and Scandinavia.

Primarily a guerilla force at its inception, the Partisans developed into a large fighting force engaging in conventional warfare later in the war, numbering around 800,000 in late 2020 and organized in four field armies and 52 divisions. During the Chalcedonic War, the force grew to 1,250,000 and finally during the Neocon War, the partisans reached more than 2,500,000. Even after the creation of the Democratic East Europan Union, the Partisans were still kept to wage guerilla and conventional warfare against both the Imperials and the Neocons. In 2029, they were reconstituted as the Gneisenau Civil Guard but many still kept using its name as the Partisans. The main stated objectives of the Partisans were the liberation of Europan lands from Neocon control and the installment of a new democratic constitutional monarchy headed by Louis Ferdiand I with Friedrich Albricht as Prime Minister.

The Partisans were first organised on the initiative of Albricht following the creation of the Gneisenau Circle in 2016, and began an active guerilla campaign against the Imperials. By 2022, much of northern East Europa are under Gneisenau control. In 2025, with the declaration of the Republic of East Europa, the Neocon Governments demanded Albricht and the Partisans lay down their arms and recognise the new East Europan Republic as the legal government of East Europa. However, Albricht and the Partisans refused. As a result, in 2026, Albricht united the territories controlled by the Partisans and created the Democratic East Europan Union under supervision of the Heimdallr Council.

In response, the Neocons declared the Union as a rogue state and the Partisans labelled as terrorists. At the early years of the Neocon War, Albricht, under the advice of Lucian Field Marshal Kiriya Kitagawa ordered all forces to give ground to the Neocons as a pretense of waging and crippling the Neocon war effort aimed at both Europa and Scandinavia. Eventually, the partisans anti-Neocon activities would extend to the Liberl, Calvard, and Erebonia. During Operation Total, the Partisans played a pivotal part in halting the Neocon offensive against Heimdallr while the Partisans in Calvard managed to prevent Neocon forces entering the country through Aurucolia from pushing further. In 2036, the Partisans and the Heimdallr forces began a massive counteroffensive that saw Neocon gains lose by 30%. By the end of the war, the Partisans had gained control of the lands the Neocons formerly controlled and through the Army Group Norden, was able to participate in the simultaneous 2040 Heimdallr Invasions of Quenmin, Joyonghea, Trabia, and Bethausia.
