History
History
The Arucian Cooperation Organization has its roots in the aftermath of the Great War, when Estmere established the Oriental Commonwealth, which comprised of the Estmerish Colony of Imagua, the Estmerish-occupied Sanslumiere, and the Mandate of the Sabanas and Santi Aquila e Priscilla in late 1935. While this effort was extremely short lived, particularly after Estmere collapsed into chaos, leading to Sanslumiere declaring its independence, this was seen as a proof of concept that cooperation can be done between states in the Arucian.
Background
The Arucian Cooperation Organization has its roots in the aftermath of the Great War, when the Community of Nations established a political structure for the Arucian Federation, which comprised of former Gaullican possessions in the Arucian Sea and was jointly administered by Estmere, Etruria, Rizealand, and Werania. The Arucian Federation had a central government nominally overseeing nine autonomous districts, but in practice, the government of the Arucian Federation was weak and most powers were exercised by the districts.

In 1938, the Imaguan-Sanslumieran Friendship Treaty was signed, which established cooperation between the two countries on a matter of issues, mostly economic.
In 1945, the four western districts of the Arucian Federation and Imagua merged into the United Provinces. Under the leadership of Pierre Voloix, the United Provinces assumed administration over the Assimas and New Accadia (present-day Bonaventura) following the end of the Solarian War. However, tensions between Imagua and the rest of the federation led to Imagua's expulsion in 1948, and subsequent tensions between Voloix and the Chloesian provinces led to the disintegration of the United Provinces by 1954.

Although the United Provinces ceased to exist, some mechanisms to facilitate cooperation between the former members of the United Provinces, such as the Central Bank of the Arucian which continued to provide a currency union among the former member states, continued to function. Furthermore, the newly-independent Sainte-Chloe and Carucere maintained extensive economic and political ties, which helped foster cooperation in the Golden Isles, although relations deteriorated as the oligarchic government in Carucere tried to maintain their grip on power.

In the aftermath of the Sugar Crash, economist Marques Pettygrove proposed the establishment of an Arucian economic union, believing that unifying the Arucian economies would help "protect the Arucian from complete economic collapse" in the event of another recession. However, Pettygrove's suggestions were largely ignored by Arucian governments during the 1970s, and would only be taken into consideration following the Recession of 1980 due to the economic consequences of the recession across the Arucian.

The Arucian Cooperation Organization is an intergovernmental regional organization, comprised of five member states, two associate member states, and seven observer states situated in the Western Arucian Sea and Eastern Arucian Sea.

Established in 1988 with the Treaty of Jameston, the Arucian Cooperation Organization promotes economic cooperation and integration between its member states, as well as to coordinate foreign policy among its members. To this end, the Arucian Cooperation Organization has established a common customs area in 1993, freedom of movement in 2003, and a common market in 2017 among its member states.

History

Establishment and early years

During the 1980s, the governments of Carucere, Imagua, Île d'Émeraude, and Sainte-Chloe began to negotiate the creation of an organisation to unite the Arucian economies. One of the things that they ruled out was a political union, seeing it as being too closely similar to the United Provinces.
