Newer and more powerful drugs are typically seen as "foreign poisons" are are shunned by wider society and outlawed by the government. Drugs, both recreational and medicinal, are regulated by the Royal Council of Medicine (RCM). The RCM can pass Council Decrees that, excepting Royal Decrees or Assembly Legislation, can legalize or illegalize any substances under its jurisdiction. Such Council Decrees have authorized the use of all the above drugs, with the exception of Alcohol and Opioids which retain legal status by the 1822 Opium and Spirits Act. Future drug laws may be altered by further amendments to the ISA, new Act of the Senate, or Imperial decree. Drug use or possession for most drugs in North Ottonia is legal or decriminalized. That said, many drugs that are designated as "decriminalized" are subject to confiscation if they are found by law enforcement in the possession of a person with a doctor's perscription. Drug addiction in the FOR is treated as a public health issue rather than a criminal offense, which informs the general lack of legal penalties for possession and use. Certain drugs, including methamphetamine, crack cocaine, and heroin are illegal to produce and sell, but are legal to possess and use. Tyreseia decriminalized the possession and consumption of all substances in a gradual two-phase process between 1971 and 1982, and from 1994 to 2001. The first phase saw the simultaneous crackdown on selling and manufacturing many substances including methamphetamine, heroin and other opioids, alongside the construction of clinics and government monopolies on said drugs under the control of the People's Commissariat of Health and Safe Conduct. With the failure of the first phase to adequately address the problem of illegally-sourced substances, the second phase of drug policy saw the outsourcing of many of the injection and distribution clinic costs to local governments to save costs, while possession and use of dangerous substances was strictly legalized. Several drugs, such as psylocibin, cannabis, tobacco and alcohol have never been illegal in Tyreseia, with the former having never been mentioned in statutory law until the 1990s. The latter three are considered culturally "acceptable" to consume, with each having prominent roles in Tyreseian history for centuries. For many hallucinogenics, some local governments have controversially set up "trip-sitting" centers to ensure that first-timers avoid unpleasant experiences while under the influence.
