The Social and Economic Council (SEC) (Montecaran: Conségio sociàl ed econòmica, CSE) is a consultative assembly that reviews pending legislation and has primary responsibility for developing Montecara's national income policy agreements. It is made up of delegates of trade unions, industrial organizations, professions, trades and crafts, cooperatives, and representatives of groups outside the labor market. Opinions and recommendations of the council, while not legally binding, facilitate social dialogue and inform the legislative process.
Membership
Delegates remain employed by their representative organizations and serve on the Council part-time without drawing a salary from the state. Each delegation is allowed to designate an alternate for every delegate.
The Council is led by the Presidium, an executive committee chaired by the President of the Council and a Vice President from each of the groups. The President oversees the work of the Council, chairs its meetings, and convenes plenary sessions. The presidency rotates among groups annually, with each group electing its own President or Vice President from among its members.
