The Special Operations and Airbourne Force or the SOAF was a multinational special operations unit composing of members from different Lucis Commonwealth nations as well as operatives from Taoyuan and Esthar and Balamb. The SOAF was the successor to Task Force 131 following the creation of localised special operations task forces in different Non-Lucis Commonwealth allied nations. Although there were still Taoyuanese, Estharian, and Balambian personnel, their numbers were too small as opposed to Lucis Commonwealth members, which the force majorily consisted of.

The SOAF was activated in 1996 following the need of the Allied High Command for another multinational special operations unit. Created by then-Brigadier Kiriya Kitagawa, the SOAF consisted mostly of members from the old Task Force 131 who came from Commonwealth countries. The SOAF was deployed in several peacekeeping operations, notable of which was during The Troubles of 1998 and the Second Lucis Civil War. The force was delegated to reserve at Fort Daidoji Kitagawa in 2010 until its disbandment in 2015 to give way for the present Task Force 141 and its recruit force, Task Force 142.
