An executive order in 2002 decriminalized possession of almost all medicinal or recreational drugs (a few which have appeared since remain outright illegal), and in 2004, the Drug & Intoxicant Reform Measure legalized those same drugs for medicinal and recreational use. Certain drugs, including methamphetamine, crack cocaine, and heroin are illegal to produce and sell, but are legal to possess and use. Marijuana, alcohol, and nicotine products can be produced and sold by the public with proper licensing, while opioids, amphetamines, cocaine, and almost all other drugs are only sold under government monopoly.

Cannabis and many other drugs are fully legal and traditionally consumed in Charnea. Unusually, Alcahol is relatively restricted and although now largely legal, its use is considered taboo. Newer and more powerful drugs are typically seen as "foreign poisons" are are shunned by wider society and outlawed by the government. A significant amount of the worldwide supply of these and other drugs however originates with the Syndicate, a powerful organized crime group based in Charnea which operates relatively unchallenged by the authorities.

Drugs, both recreational and medicinal, are regulated by the Royal Council of Medicine (RCM). The RCM can pass Council Decrees that, excepting Royal Decrees or Assembly Legislation, can legalize or illegalize any substances under its jurisdiction. Such Council Decrees have authorized the use of all the above drugs, with the exception of Alcohol and Opioids which retain legal status by the 1822 Opium and Spirits Act. While Cocaine is legalized and regulated, Crack Cocaine is illegal by RCM Decree.

Ghant is very liberal when it comes to drug policy. Drugs are, and always have been legal to sell, possess, manufacture and consume, as a result of tolerant cultural views towards recreational drug use. Drug abuse is dealt with by administrative and medical intervention. Drugs are taxed in Ghant through Sin tax. Nevertheless, there is rampant smuggling and a thriving black market for tobacco, cannabis and other drugs, where the drugs are smuggled into neighboring and allied states which have made them illegal.

Drug laws in Latium are among some of the most strict in Ajax, and are regulated by the Illegal Substances Act of 1911 (amd. 1954;1991;2010;2014). Future drug laws may be altered by further amendments to the ISA, new Act of the Senate, or Imperial decree. Cannabis is legal for medical purposes, though is strictly regulated by requiring documentation from a SMH physician with dispensing of the drug only available at select SMH national hospitals. While drug restrictions remain strict, usage of an illegal substance under the ISA is rarely prosecuted and instead users are rehabilitated; however distributors and traffickers of illegal substances are regularly prosecuted to the fullest extent of the law. From 2011 until 2014, the government sponsored needle exchange programs through SMH hospitals.
