The Social and Economic Council (SEC) (Montecaran: Conségio sociàl ed econòmica, CSE) is a consultative assembly that can, and must in certain circumstances, review and report on pending legislation. It is made up of delegates of trade unions, industrial organizations, professions, trades and crafts, cooperatives, and representatives of groups outside the labor market. Opinions and recommendations of the council, while not binding, facilitate social dialogue and inform the legislative process.
Membership
Delegates remain employed by their representative organizations and serve on the council part-time without drawing a salary from the state. Each delegation is allowed to designate an alternate for every delegate.
The council is led by a president elected annually from among its members by secret ballot. The president oversees the work of the council, chairs its meetings, and convenes plenary sessions. The president also chairs and is a member of the Bureau, an executive committee that includes a vice-president from each of the groups.
