Magia Regnum (Magian:魔法領域, Mahō Ryōiki; lit. Magic Realm) officially the High Magical Girl Realm of Magia Regnum , is an oceanic nation located in the middle of the Meager Ocean on the Dacia continent. Together with Lurynia at it's northern border and Regeliana at it's southern border it forms the "magical girl triad" on Sparkalia commonly referred to by Magians as the Magical Girl Realm. Magia Regnum is a powerful and influential magical girl nation with a strong sense of pride in its traditions and beliefs. This pride can sometimes lead to tensions with other nations, particularly it's Magical Girl neighbors. As one of the oldest and most powerful magical girl nations, Magia Regnum regularly exerts it's influence across the realms of magic and the affairs of magical girls within Sparkalia of which it views with the utmost importance.
Etymology
In Magian, the country's name is written using the kanji 魔法の領域, which is pronounced Mahō no Ryōiki. The first kanji, 魔法, means "magic," while the second kanji, 領域, means "realm" or "domain." When combined, the phrase 魔法の領域 (Mahō no Ryōiki) can be translated to mean "realm of magic." This phrase is often shortened to simply Mahō Ryōiki in everyday use. It is unclear where "Magia Regnum" first came from, however it was likely adopted due to its easy pronunciation by non-Magian speakers. The word "Magia" is similar to the Magian word "Mahō," meaning "magic," while "Regnum" is derived from the Latin word for "kingdom" or "realm." The common name "Magia Regnum" is believed to have originated from the way Lurynians pronounced the name of the country in their own language. As Lurynians were frequent traders with Magia Regnum, they likely introduced the name to other nations with whom they traded, and it eventually became the common name used in international settings.
History
City-States
The emergence of the City-States of Magia Regnum was a response to the chaos and devastation caused by the Ruin. Many larger kingdoms and empires had collapsed or were in a weakened state, leaving power vacuums that smaller city-states could fill. These city-states were often founded by groups of people who had come together for mutual protection and survival in the post-Ruin world. The city-states were centered around urban areas, which were often fortified and had strong defenses. The inhabitants of these cities were fiercely independent and took great pride in their autonomy and self-governance. Each city-state had its own unique culture and traditions, which were often tied to the local geography or history.
Despite their independence, the city-states were not entirely isolated from one another. They engaged in trade and commerce, exchanging goods and services to meet their respective needs. Some city-states specialized in certain goods or industries, such as textiles or mining, and would trade these goods with other city-states in exchange for food, weapons, or other resources. The city-states also formed alliances and coalitions to protect their interests or expand their territories. These alliances were often based on shared cultural or political values, or a common threat from a rival city-state. Some city-states even had their own armies and navies, which they used to defend their territories or project their power against their rivals.
The decline and fall of the City-States of Magia Regnum was a gradual process that occurred over several centuries. One major factor was the rise of centralized states and empires, which began to emerge in the surrounding regions. These larger political entities had more resources and greater military power than the City-States, and were able to assert their dominance over them through conquest or diplomacy. In addition to external pressures, the City-States also faced internal challenges that weakened their power and influence. One major issue was the lack of a centralized government or authority, which made it difficult for the City-States to coordinate their actions or respond to crises effectively. This often led to infighting and conflict among the city-states themselves.
During the war of the City-States, a new power emerged: the magical girls. They were able to wield the power of a divine being that had appeared known as the "Ōrumaiti", a magical force that gave them incredible abilities and made them virtually unbeatable on the battlefield. With the rise of the magical girls, the tide of the war began to turn. As the magical girls continued to win battles and gain ground, they eventually succeeded in unifying the City-States into a single nation under the leadership of Emi "Dawn Fighter" Kei. This new nation was led by the magical girls, who used their powers to maintain order and stability.
Kraterocracy
Beginning in 807 the new nation under Emi Kei saw to Magia Regnum being ruled under a new Theocractic Kraterocracy which favored the strongest magical girls over anything else. This was due to the fact that for many years since the bond between the Ōrumaiti and Magia Regnum the Ōrumaiti herself was dormant; only granting power to a small minority of the realm and seldom speaking to anyone. This lead to an elitist hierarchy system which put those who received power, The high authority rested in the office of the Proto-Master a military-like position which saw complete executive and military control of the nation. The Proto-Master was accompanied by a hand picked council known as the Tsuyoi-Mono which engaged in a mostly consensus process to oversee the nation. Under this, a strict class system was introduced which saw the Proto-Master and the strongest of magical girls, known as the Nyūsen , at the top, followed by the warrior-caste of magical girl fighters known as the Sentō-in , with those of non-magical or otherwise weak ability ranking below known as the Saiki no nai. The government banned most foreigners under the isolationist policies which only favored magical girls and forbid anyone not of a magical class.
The Theocratic Kraterocracy marked a significant departure from the more egalitarian and inclusive society of the earlier Magian societies. The Ōrumaiti, the source of the Magical Girls' powers, was a mysterious and powerful being whose origins were shrouded in myth and legend. Some believed that they were ancient an or spirit, while others believed that they were extraterrestrial being who had visited the planet in the distant past. Whatever their true origins, the Ōrumaiti was revered as sacred beings and were worshipped by many in the Kraterocracy. however, ith the dormant state of the Ōrumaiti, power became concentrated in the hands of a select few, and those who did not possess magical abilities were relegated to a lower status. This new system led to a society that was highly competitive and hierarchical, with those at the top enjoying great power and privilege, while those at the bottom struggled to survive.
Renaissance
The Renaissance in Magia Regnum brought about a significant shift in the society's focus, moving away from a purely military-centric state towards one that embraced the study and appreciation of magic. This newfound emphasis on education and the arts led to a flourishing of culture and creativity, with many magical girls taking up pursuits such as painting, music, and literature. Likewise, The democratization of the legislative process marked a major shift in the way that Magia Regnum was governed, with power being devolved away from the centralized authority of the Proto-Master and towards a more decentralized system of governance.
Under the leadership of Masaki "Horizon Breaker" Fuji, the government underwent significant reforms aimed at dismantling the rigid class system and devolving power from the centralized authority of the Proto-Master. The introduction of the Gaidansu and the Tate-Shōsū marked a significant departure from the earlier system, allowing for greater representation and participation from all members of society. One of the major reforms instituted by Horizon Breaker was the introduction of the Gaidansu, a new executive council that replaced the Tsuyoi-Mono. Unlike the previous council, which had been composed solely of magical girls with offensive-magic strength and had been focused primarily on military matters, the Gaidansu was comprised of individuals selected based on their expertise and experience in a range of different fields.

Prior to this, the Proto-Master held complete control over all military matters, which allowed them to exercise significant influence over the direction of the government. The Seigi Kaikan, on the other hand, was designed to be a more collective body, with power distributed among its members. It was responsible for overseeing the nation's military forces, including the training and deployment of magical girls as well as the defense of Magia Regnum from external threats.

Magia Regnum has a temperate climate, characterized by mild to cold winters and warm to hot summers. The country is located in the northern hemisphere, which means that its seasons follow the same pattern as most other countries in that hemisphere. The climate in Magia Regnum is heavily influenced by the surrounding bodies of water, including the Wintry Ocean to the north and the Tranquil Sea to the east. These bodies of water help to moderate the temperature and create a more humid climate in some areas. The country's geography also plays a role in its climate. The northern and western regions of Magia Regnum are mountainous, which means that they receive more precipitation than the flatter eastern regions. Government and Politics
The government of Magia Regnum is called the Kami no Kotoba commonly just referred to as the Kotoba. It is composed of three distinct branches. The Gaidansu (Magia:指導; lit. Guidance) which is the executive branch that manages the operations of Magia Regnum and oversees the worship of the Ōrumaiti. The Gaidansu is lead by the Haimajika which is the most senior position in Magia Regnum. The Haimajika is the only individual who is able to speak with the Ōrumaiti on a regular basis and is invested with significant religious influence and domestic policymaking. The Haimajika also represents the Ōrumaiti to its own people, and represents the nation to the rest of Sparkalia. The Haimajika also fulfills many ceremonial duties mostly dedicated to the Ōrumaiti. The Haimajika is appointed by the Ōrumaiti herself from among the ranks of the Gaidansu. The Haimajika typically serves for life. The current Haimajika is the elder Magical Girl Isami "Seeker Bell" Amari who has served since Pax 23rd, 1509.
The Tate-Shōsū is the unicameral legislature of Magia Regnum. It has 250 members appointed for a four-year terms by the Gaidansu with approval from the Seigi Kaikan. The Tate-Shōsū meets at least three times a year and in special occasion when called for by the Haimajika. While typically there is no political parties in Magia Regnum, members of the Tate-Shōsū often form "factions" within. The head of the is referred to as the Prime Shoujo who represents the Tate-Shōsū, signs documents and speaks on its behalf. The Prime Shoujo is usually selected by an internal vote from among the members of the Tate-Shōsū with a ceremonial appointment by the Haimajika. The Haimajika may object to the choice; however this is a rare occurrence. A Prime Shoujo typically serves 6 years and can be re-appointed indefinitely. The current Prime Shoujo is the Magical Girl Horiko "Galaxy Gem" Tomiyo who has served since Hilaria 15th, 1602.
The Seigi Kaikan is the judicial body which oversees Magia Regnum's contract enforcement as well as the protectors of the nation as an interdimensional security force primary tasked with monitoring fighting off Otherspawn which may appear. It fills a unique role as both a judicial organization with it's Inspection Department (Magian:査察部; Sasatsu Bu) and Detention Bureau (Magian:拘留局; Kōryū-kyoku) but also a military role with the Armaments Service (Magian:武装隊 Busō Tai), Threat Countermeasure Department (Magian:脅威対策室 Kyōi Taisaku Shitsu), and Training Corps (Magian:教育隊 Kyōiku Tai). has three levels of courts: courts of first instance, courts of appeals, and the High Magia. The leader of both the Judicial and Military affairs is the Shuryō (Magian:主要; Chief) and is selected from among the Seigi Kaikan by the Haimajika. The Shuryō typically is expected to serve a term of at least 8 years, however there is no hard rule for their tenure due to the nature of the affairs of the Seigi Kaikan. The current Shuryō is Magical Girl Haruka "Honey Yohko" Asato who has served since Audax 4th, 1605.
Administrative Divisions
Magia Regnum is divided into 11 prefectures and one special administrative zone, each overseen by a workers' council, which is responsible for managing the day-to-day affairs of the prefecture. These councils are made up of representatives from various sectors of society, including workers, farmers, and merchants. The council is elected by the citizens of the prefecture and is responsible for making decisions on behalf of the people.

Emishoto is a special administrative zone located in the southern part of Magia Regnum. Prior to its establishment in 1597, it was a part of Jinyuan prefecture. The decision to create the special administrative zone was made in response to the increasing Hoka Shoujo activity in the area. The Hoka Shoujo, a group of rogue magical girls, were causing widespread destruction and chaos in the region, and the Magian government felt the need to take action to control the situation. After the creation of the special administrative zone, the area became heavily militarized, with border checkpoints and patrols set up to control access to the region. The Hoka Shoujo continued to be a problem in the area, and many of them eventually set up camps in Emishoto. Despite the government's efforts to maintain control over the area, the Hoka camps continued to operate, and the inhabitants of the zone eventually declared it a self-declared autonomous zone.
The Magian government announced that it would focus on containing the Hoka camps in Emishoto rather than taking the area back immediately, as it had other pressing issues to attend to. Today, Emishoto remains a highly volatile area, with sporadic outbreaks of violence and clashes between the Hoka Shoujo and Magian security forces.
Foreign Relations
As a result of its isolation, Magia Regnum seldom maintains relations with those it considers "outside the Magical Girl Realm; that is those that mainly lay outside of Dacia. Even then, Magia Regnum has a generally unfavorable attitude to those and considers most of the magical girl nations to simply be "tolerable." Initially, Magia Regnum had a strict policy of diplomatic ties only with others within the Magical Girl Realm, with a policy of what it considers eventually reunification with it's "former territories" - though what this actually means is often disputed - and a complete integration with Magical girls into a single body. However, Magia Regnum enjoys a warm relationship with Lurynia which is often considered it's closest ally and has since opened up to other nations; however it remains suspicious and distant of those who do not use magic.
