The dialogue was initiated in 2023 by Caspiaan Prime Minister Tullia Grönberg, with the support of Zamastanian President Sabine Armitage, Quetanan President Emília Medeiros, Kytieze President Emmanuel Dabaus, Besmenian Prime Minister Elisabeth Rademacher, Elbresian President Alexander Desende, Constantioan President Tony Blanian, and Beatavician Prime Minister Carter Nelson.
