The 2023 World Cup, also called the 2023 Melmingen World Cup, was an international football tournament contested by men's national teams which took place between 1 April to 26 April, 2023 in multiple cities throughout Besmenia, mostly in Melmingen. It was the 49th World Cup, a worldwide football tournament held once every year. The tournament phase involved 32 teams, of which all came through qualifying competitions at the start of the event from an original 57 national teams. It is the fourth World Cup tournament to be held in Besmenia, the last having been in 2013, and the second to be held in Melmingen, the last having been in 1999.
Due to a series of corruption scandals in the lead up to the 2023 World Cup, including the sudden resignation of WCO president Jasmin Devillers, the 64-team rule was altered after the new World Cup Organization president Cekov Marino of Zoygaria refused to approve the entrance multiple teams, including that of Drambenburg, Beleroskov, and Yuan. As such, 7 national teams who placed at the top of their respective regional leagues were given automatic qualification status for the tournament phase: Besmenia, Greater Normark, Timeria, Shoassau, East Chanchajilla, Haduastan, and Unified Sera. This move was met with mixed reception, as some praised it for combatting corruption, and others criticized it for excluding other potential contenders.
Teams
Venues
Most of the matches took place in Melmingen. Cities and stadiums outside of Melmingen that wanted to host some of the 63 matches had to submit an expression of interest to the Besmenian Football Association (BFB). By the last day of submission, 10 cities and stadiums submitted the required documentation. During the application process, Samaroda, Eisenberg, St. Butz and Fröndenbruck withdrew. The remaining 6 cities and their stadiums were evaluated in terms of stadium capacity, infrastructure and security aspects. On March 3, 2020, the presidium of the BFB announced that Laitstadt, Richtersberg, Helmfurt, Hetenberg, Berkafurt and Freiz will host some of the 63 matches in addition to Melmingen.

Opening Ceremony
The opening ceremony took place on April 1st in the Melmingen Olympic Stadium. At 2:00 p.m., the opening ceremony, which lasted around 48 minutes, began with a performance of about 2500 performers, who formed the emblem of the World Cup 2023 with different colored clothes. Afterwards each of the 32 participating countries was then represented with a musical parade. The finale of the musical parade was the release of around 212 balloons designed after the national flags of the 32 participating countries. Besmenian pop singer Mella performed her song Best Feeling. Finally, the tournament was officially opened with a speech from Besmenian Federal President Vincent von Schilling.

Qualifying Rounds
57 competing countries were divided into eight groups (groups A to H). Every group, with the exception of C, had a team that had automatically qualified. Teams in each group played one another in a round-robin best two-out-of-three, with the top four teams advancing to the knockout stage with the Round of 32.

In the seventh minute, -Besmenian player A- switched play from right to left with a sweeping pass out to -Besmenian player B-, who delivered a cross which the former crashed home at the back post from six yards out. In the 55th minute, Peppi "the Sledge" Musumeci delivered a cross from a short corner on the left, which Keiran Axisa finished with a downward header. Just seven minutes later, -Besmenian player C- collected the ball around 30 yards out and slipped a pass out to -Besmenian player A- on the left side of the penalty area, -Besmenian player A- then shot a curling right-foot strike into the right corner of the net to reclaim the lead for Besmenia. Lażżru Pontremoli shot off-target with the goal gaping after -Besmenian player D-'s mistake, with -Besmenian player A- seeming to pick up an injury in the scramble.

Eserrei won 2–0 with both goals from -Eserrei player A-, the first in the 28th minute, where he controlled -Eserrei player B-'s headed ball on his chest before volleying left-footed from 25 yards out with the ball going in off the underside of the crossbar. The second goal, in the 50th minute, was a close-range shot from six yards out after receiving the ball from a header by -Eserrei player C- on the right.

In the 48th minute, Sigurd Ingebritson slipped a pass through to Joar Skoglund, who rifled a shot across Joris Broekhuis from the right which went into the left corner of the net. After 4 minutes, Latilli scored a second, Aleksander Hoium collecting a loose ball and feeding Bjarte Hestenes, the midfielder working himself a yard of space before arrowing home from 25-yards into the bottom right corner of the net. Beat Hochmuth's looping header from the left eluded goalkeeper Sindre Runde and landed in the right corner of the net after a corner caused chaos in the Latilli penalty area – and five minutes later they were back on level terms. Joren de Oude twisted and turned to create space on the left wing, his cross delivered for Bartjan Hardonk to climb above his marker and crash in a downward header. In the last minute of stoppage time, Broekhuis found the Vreeke with a long throw, who freed Nicolas Karlen with a pass, Karlen squared a low cross from the right and, when Rudie Veneman dummied the ball, the Vreeke was on hand to complete the comeback for Shoassau with a low finish.

-Zoygaria player A- opened the scoring in the 52nd minute when -Zoygaria player B- passed to him and he shot low left-footed from outside the penalty area to the right corner of the net with Caspiaan goalkeeper Vilhelm Hansdotter not moving on his line. Zoygaria were then reduced to 10 men with -Zoygaria player C- being sent off after picking up a second yellow card. Stig Wahlström equalised in injury time shooting into the net from seven yards out after Zoygaria goalkeeper -Zoygaria goalie- had saved an initial shot from Sverker Ernman. No goals were scored in extra time, and the match went to a penalty shoot-out. During the intermission before the penalty shoot-out, the Caspiaan coach Önde Almqvist was sent off following a dispute with the referee. In the penalty shoot-out, -Zoygaria goalie- saved Ernman's shot before -Zoygaria player D- scored the winning penalty for Zoygaria hitting it high to the goalkeeper's right.

-Kossmil player A-'s volley missed the target prior to the break from a -Kossmil player B- cross. -Kossmil player C- fired over when well positioned inside the penalty area before -Kossmil player D- finally broke the deadlock, his right foot shot from just outside the penalty area clipping Juan Monedero to beat Victor Siurana. Kossmil sent on forwards --Kossmil player E- and -Kossmil player F-, and the latter tested Kossmil goalkeeper Roman Soloviev with a header in the closing stages. Kossmil was denied the chance to double their lead from the spot following -Kossmil player H-'s late dismissal for taking out Luka Gutiérrez, with Siurana beating away -Kossmil player C-'s driven free-kick after a lengthy delay.

After a goalless 90 minutes, New Anea opened the scoring two minutes into extra time, when half-time substitute -Anea player A- scored with a left foot back-heel from -Anea player B-'s cross from the left. New Anea extended the lead in the 120th minute when -Anea player C- converted with his left foot high into the net after -Anea player A-'s shot was blocked on the line, but the Slavic Union pulled one back in injury time when substitute -Slavic player A- scored with his left foot from six yards after a cross from the right by -Slavic player B-. -Slavic player A-'s goal, timed at 120 minutes and 56 seconds, is the latest goal in World Cup history.

In the 10th minute, Ryder Baker broke clean away from Emmirian defenders and placed a strike into the center of the wide open net. This was followed in the 16th minute by a similar breakaway by Connor Clanton, and while goalkeeper Fahd al-Badie managed to block his first shot, it bounced back for a second attempt which was successful, bringing Elborra to an early 2-0 lead. At the half mark, Emmiria's defense held and the offense found its footing, with Assad al-Hasad latching onto a pass from Sabaah Pashia to find the bottom-right corner of Elborra's net in the 76th minute. A second goal was placed when Umair el-Tahira assisted al-Hasad yet again with a shot against the right-hand post before Ashraf Noori put the rebound into the net. Tied at the end of extra-time, and forced into penalties, however, both teams failed to place goals, and the decisive kick came down to Vincent Webb whose left-footed effort across al-Badie took them into the next round.

In a game dominated by the Durnians, but still goalless through the first 90 minutes thanks to Chanchajillan goalkeeper Aritz Muñoz, striker Joaquin Ferreira missed a great chance in stoppage time from less than five yards out. Thus, the game went to extra time and Durnstaal took the lead within two minutes. Ján Koleno, who came off the bench at the start of extra time, crossed from the right into the penalty area, Mauro Lérida failed to clear the ball, and Luca Speilmann shot low into the far corner from the right of the penalty area. Near the end of extra time first half, Speilmann's through ball from the right set up Koleno to extend the lead with a left footed shot to the net. East Chanchajilla pulled one back early in extra time second half, when substitute Yeray Pena volleyed in Axel Vaquero's lobbed pass with his right foot from near the penalty spot. Minutes later, the Chanchajillans nearly equalised on a set piece routine that saw Oier Arán through on goal, but his first touch was too hard and the ball was corralled by Durnstaal goalkeeper Oleksandr Hajduk. The Chanchajillan goalkeeper Muñoz recorded 17 saves, a new record for the World Cup.

-Alcarres player A-'s half-volley was well blocked by Gustav Haagen, while at the other end, -Alcarres player B- saved Kristian Wollum's drive from just outside the penalty area. After 25 minutes, Kristian Wollum raced past -Alcarres player C- in the area and forced -Alcarres player B- into a save with his left hand. Aksel Eid-Bremseth went close in the 33rd minute, finding space in a crowded area and drilling in a left-footed strike that -Alcarres player B- palmed away. In the 51st minute, Kristian Wollum's back-heel on the edge of the area teed up Elias Ruudfor a burst into the box and his scuffed cross from the left was slid into an empty net by Kristian Wollum from close range. With two minutes remaining,Kristian Wollum powered through on the left and his low effort was diverted by -Alcarres player B- foot into the path of Tristan Teig, who tapped the ball into an empty net from close range.

Holger Frederiksen had the best chance in the first half but his right foot volley after a cross from the right was saved by goalkeeper Luciano Vidal. In the second half Kurt Riis saw a shot come back off the bar. The opening goal came with 11 minutes to play when Frederiksen headed into the net after a mistake by Vidal where he failed to hold onto a corner kick from the left by Birger Bech. In injury time, Saint Offeat got a second when Eigil Nicolaisen put into his own net under pressure from Carsten Hjort after a cross from the right by Bech.

In the 15th minute, after latching on to David McDaniels' knockdown in the box, Justin Carr headed the ball over Ravi Vaikar's crossbar. Five minutes before the break, Nicholas Rosa's inswinging free kick from the right was met by Isaiah Ross, who headed the ball into the bottom left corner. Four minutes later, Varuni Gupta's header was saved by Ellis Ball low to his right and Chand Chakarvarti shot the rebound over. In the 61st minute, Rosa left footed shot from outside the penalty area slipped through Vaikar's hands and into the net as Zamastan doubled their lead. In the 73rd minute, Ashton Watson's shot curled over, while Rosa also flashed a late free-kick over the top.

The match went to extra time with Max Occean scoring the only goal with two minutes remaining with a side-foot finish from the right of the penalty area after a run and pass from Stanley Julien. Saint Lorrain had a chance to equalise in injury time but Sonel Emile headed against the post then prodded the rebound wide.

In the 31st minute, -Versenia player A- came in from the left and, after a one-two with -Versenia player B-, skipped away from -Beatavic player A- to curl a left foot effort beyond -Beatavic goalie- and into the left of the net. Six minutes before half-time, -Beatavic player C- advanced down the left to set up the chance for -Beatavic player D- to head home the equaliser. In the first period of extra time, Beatavic took the lead as -Beatavic player E- nodded down past -Versenia goalie- and into the right corner of the net after a corner from the right. -Versenia player C- drew his team level, converting -Versenia player D-'s free-kick with a glancing header to the left corner of the net after a free-kick from the right. Penalties were required and while -Versenia player E-'s Panenka attempt with the first effort was foiled by -Beatavic goalie-, parity was restored when -Versenia goalie- got down to his left to keep out -Beatavic player F-'s second kick for Beatavic. After another Versenian failure, -Beatavic player A- strike found the net, following touches off the goalkeeper's glove and the post. The decisive penalty fell to -Beatavic player E-, who rolled the ball into the bottom-left corner to give Beatavic the win with two clean penalties.

Timeria opened the scoring when -Timeria player A- flicked on a corner kick before -Timeria player B- turned the ball into the net with his thigh. While replays suggested that Elkland defender -Elkland player A- may have had the last touch, the WCO later confirmed that the goal was scored by -Timeria player B. New Elkland equalised when -Timeria player C- lost possession after a throw-in in his own half; -Elkland player B- stole the ball and passed to -Elkland player C- to score. In the second half, -Timeria player C-'s goal was disallowed as a referee adjudged that the player used his arm in bringing down the ball and gave him a yellow card instead. Chances were few after that with Timeria dominating possession with -Timeria player C- forcing -Elkland player A- into a decent save, and the match went to extra time. The best chance of extra time came in the last seconds as -Timeria player D-'s shot hit the crossbar. In the resulting penalty shootout, the score was tied 2–2 after four rounds, with Timeria's goalkeeper saving from two Elkland kickers, while -Timeria player E- missed and -Timeria player C-'s shot was saved by Elkland's goalkeeper. In the fifth round, -Timeria player F- scored his penalty, meaning Elkland had to score, but -Elkland player C-'s shot hit the inside of the post.

In the 16th minute, -BDDE player A- arrived beyond the back post to meet a -BDDE player B- cross but was unable to direct his header on target. -Constantio player A- was booked when he appeared to headbutt -BDDE player C- in the build-up to a free-kick -BDDE player B- bent narrowly wide. Constantio gave away a penalty early in the second half when -Constantio player B- dragged -BDDE player A- down in the box after a corner from the right. -BDDE player A- scored from 12 yards, shooting down the middle to give BDDE the lead. Constantio forced their way into extra time, -Constantio player C- scoring a downward header from a -Constantio player B- corner from the right in injury time. -BDDE player D- scored the final penalty in the shoot-out, with BDDE coming back from 2–2 after -Constantio player D- failed to convert his spot-kick.

Alan Bellin opened the scoring for United Cavollon early in the second half with a left-footed volley from outside the box after gathering a Seran clearance. United Cavollon led until the 88th minute, when a Seran corner was headed back by -Sera player A- for -Sera player B- to equalise with a hard shot from 16 yards. Only a few minutes later, with stoppage time coming to a close, -Sera player C- drew a penalty for Unified Sera after being fouled by Mal Rice on the right of the penalty area, which -Sera player D- converted to win the match for the Unified Sera.

Besmenia started the match with a bang, scoring the opening goal within the first 10 minutes of the game. The goal was scored by their star striker, -Besmenia player A-, who made a dazzling run past three defenders before slotting the ball past the goalkeeper. Eserrei fought back fiercely and equalized in the 30th minute through their captain, -Eserrei player A-. The first half ended 1-1 with both teams looking evenly matched. The second half saw Besmenia dominating possession and creating several chances, but they were unable to convert any of them into goals. Eserrei's defense held firm, and the match went into extra time. Both teams continued to play with great intensity, but neither was able to break the deadlock.
The match finally went into a penalty shootout, and Besmenia's goalkeeper proved to be the hero of the hour. He made two fantastic saves, and Besmenia won the shootout 4-2.

Zoygaria opened the scoring with a stunning free-kick goal from their star midfielder, -Zoygaria player A- in the 25th minute. Shoassau quickly equalized through their top striker, -Shoassau player A-, with a well-taken penalty just before the halftime whistle. The second half began with both teams fighting hard to gain the lead. It was Zoygaria who eventually broke the deadlock with a goal from their captain and center-back, -Shoassau player B-, in the 65th minute. Shoassau quickly responded with another goal from -Shoassau player A-, his second of the game, in the 70th minute. With the game tied at 2-2, Zoygaria's attacking midfielder, -Zoygaria player B-, scored a crucial goal in the 85th minute to give his team the lead. Despite Shoassau's best efforts to equalize again, Zoygaria's defense held firm and secured the win, taking down the defending World Cup champions.

The match began with both teams playing cautiously, looking to keep possession and create chances. Kossmil's midfield maestro, -Kossmil player A-, was pulling the strings in the middle of the park, spraying passes around and dictating the tempo of the game.In the 20th minute, Kossmil broke the deadlock with a stunning goal from -Kossmil player A-. After receiving a pass from his teammate, -Kossmil player A- took a few steps forward and unleashed a thunderbolt of a shot from outside the box that flew past New Anea's goalkeeper, -Anea goalie-, and into the top corner of the net. New Anea tried to fight back and create opportunities, but Kossmil's defense held strong and prevented any goals. Their captain and center-back, -Kossmil player B-, was a rock at the heart of the defense, intercepting passes, and making crucial tackles. In the second half, New Anea came out with more urgency, pressing higher up the field and looking to create chances. But it was Kossmil who struck again in the 60th minute, this time through their star striker, -Kossmil player C-. After receiving a pass from -Kossmil player A-, -Kossmil player C- turned and fired a low shot into the bottom corner of the net, leaving -Anea goalie- with no chance. New Anea continued to push forward in search of a goal but was unable to break down Kossmil's well-organized defense. In the 75th minute, Kossmil put the game beyond doubt with another goal, this time from their winger, -Kossmil player D-. After receiving a cross from the right, -Kossmil player D- controlled the ball with his chest before volleying it past -Anea goalie- and into the back of the net.

The match began with both teams playing cautiously, trying to maintain possession and create chances. Elborra's star striker, -Elborra player A-, was the focal point of their attack, receiving long balls and holding the ball up to bring his teammates into play. In the 25th minute, Durnstaal took the lead through a header from their captain and center-back, -Durnstaal player A-, off a corner kick. The ball sailed past Elborra's goalkeeper and into the back of the net, sending the Durnstaal supporters into a frenzy. Elborra tried to fight back and create opportunities, but Durnstaal's defense held strong and prevented any goals. Their goalkeeper -Durnstaal goalie- made a series of crucial saves to keep the team ahead. It was Greater Normark who eventually broke the deadlock, with a well-placed shot from their midfielder, -Normark player E-, in the 70th minute. Zamastan's defense, led by center-backs Vihaan Case and Tomas Arguan, remained resilient, and their goalkeeper Ellis Ball made several crucial saves to keep the game level. The game was decided in the last half-hour when Zamastan's forwards, Ross and Justin Carr, found their stride, creating several scoring opportunities that put pressure on the S.A.B. defense. However, S.A.B.'s goalkeeper put in a solid performance and made some impressive saves to keep the scoreline level. In the end, the Zamastan team was able to break the deadlock with a well-placed shot from Isaiah Ross in the 75th minute. Security
Due to the problematic security situation worldwide, the security measures to protect the public and athletes were discussed intensively, especially in the run-up to the tournament. The focus was on measures both to ward off terrorist activities and to curb hooliganism. The BVP brought up a proposal in the Federal Chamber after the 2022 Oftbon attacks to use units of the Besmenian Federal Army for the security of the 2023 World Cup, which was voted for by a majority of MPs. The matches were protected by an increased police presence and by 8,700 members of the Besmenian Federal Army; there were also private security services.

Economic impact of the World Cup on Besmenia
The Federal Minister for Economic Affairs and Trade at the time, Manfred Roßbach, predicted a long-term economic gain of over BS nine billion in gross domestic product for Besmenia in 2020. This revenue would primarily come from the approximately five million additional overnight stays that are planned. The Besmenian Organizing Committee for the World Cup expects around 4.1 million visitors, of whom around 1.8 million are expected to come from abroad. However, the long-term consequences of such a major event on economic development are very difficult to assess due to uncertain forecasts and diverse multiplier effects. In addition to positive effects such as increased reputation or additional tax revenue, the World Cup could also have negative effects such as traffic and safety problems as well as environmental damage from increasing tourism and the associated high follow-up costs.
According to a study published in July 2022 by the Melminger Tageszeitung, the 2023 World Cup will create around 28,000 new jobs. In Maurenmark alone, the top event will create over 21,000 additional jobs in the coming year. As the main venue, Melmingen in particular will benefit from the World Cup with around 11,500 new jobs. In addition to gastronomy and the hotel industry, numerous other service sectors would also benefit.

The World Cup Organization, through several companies, sold the broadcasting rights for the 2023 World Cup to various local broadcasters. After having tested the technology at limited matches of the 2020 Heimdahl'ia World Cup (via private tests and public viewings in the host city of Heimdahl'ia), the 2023 World Cup is the second World Cup in which all matches were produced in 4K ultra high definition (the previous 2022 Dabatta World Cup being the first). The WCO stated that at least 75% of the broadcast cut of each match would come from 4K cameras (covering the majority of main angles), with instant replays and some camera angles being converted up from 1080p high definition sources with limited degradation in quality. These broadcasts were made available from selected rightsholders and television providers.
