Five nations submitted bids to host the 2023 Winter Olympics. Monnas, Paraboca; Druzhinya, Vrakara; Sjédal, Vœyetska; Qaqarsville, Sateroc; Daal, Greater Normark. Paraboca had previously submitted a bid for Calatas to host the 2021 Games, but they were narrowly beat out by Kasema.
Yuan had originally created a bid for Dengang, but this was later withdrawn amid international scrutiny for the Yuan government's treatment of the Manda Pangchu ethnic population in Dengang province. East Chanchajilla had also proposed a bid for Turania City, but its Congress voted to suspend the bid due to inflated cost projections.

Concerns and controversies
Terrorism
Shortly before the games, a video released by Al-Fijar threatened the Games and stated that "Zamastanian and WEDA nationals" would be targetted, as well as public transport and sporting locations in Monnas. President Miguélez authorized the deployment of an additional 1000 troops to assist in security during the games, which the Parabocan government vowed to be the "safest in Olympic history". No terrorist attacks occurred during the games, nor was any credible plot uncovered by Parabocan or international intelligence and security agencies.
Cartel influence
Northern Paraboca's remoteness and mountainous region has historically alotted it as a refuge for drug cartel operations, namely the Ouacan Cartel. Security and anti-drug task forces were deployed in great numbers throughout the Olympic events and surrounding areas in order to curb the influence of the cartels. Despite the heavy presence of authorities at the Games, several significant seizures of drug shipments were made, including large quantities of fentanyl, cocaine, and marijuana. Hundreds of people, mostly spectators and low-level employees at the Games, were arrested for illegal drug use, and a handful of athletes including Zamastanian hockey player Tyler Poddero and Elbresian skier Rachel Audermenn were booked and cited by authorities for using cocaine.
Doping
Following the 2020 Summer Games, an investigation revealed that the Beleroskovian Olympic team had participated in a state-run doping program, which supplied their athletes with performance-enhancing drugs. They were subsequently banned from participating in the Olympics for two years, missing the 2021 Winter and 2022 Summer games. Their suspension was lifted for the 2023 Games, a decision which was heavily scrutinized upon Beleroskov's first-place finish in gold medal performances among its athletes. Several athletes who placed below Beleroskovians in the 2023 Games suggested that their opponents were still taking performance enhancing drugs, though event doctors and investigators were unable to find evidence of further doping.
Environmental concerns
An estimated 49 million gallons (190,000,000 L; 41,000,000 imp gal) of water was expected to be used to create snow at the various venues. Kasema, Kyti, which held the previous Winter Olympics, had a cold but temperate climate which did not require vast quantities of artificial snow. Monnas' arid winter temperature and high-altitude dryness and a hotter-than-average year meant natural snow was difficult to keep maintained. The Parabocan government stated that "a series of water-conserving and recycling designs have been put into place to optimize water usage for snowmaking, human consumption, and other purposes." Artificial snow forms a harder piste compared to real snow. It is often favored by professionals for being fast and "hyper-grippy" but also raises their fear of falling on it.
Monnas' electricity came largely from hydroelectric and coal power, and these supported the construction of some Olympic venues. To offset emissions from construction and air travel, Paraboca had planted roughly 60 million trees in deforested regions.
