The Eldmoran Empire is divided into thirty-one political subdivisions: eight states, six regions, nine city states, four kingdoms and one republic and three communities. These subdivisions are further divided into smaller administrative divisions. These divisions all enjoy certain levels of governance.

States of Eldmora

The States of Eldmora (Bundesland) are situated in the northern part of the country, these states enjoy a significant level of autonomy while being closely connected to the Federal Government. Each state is led by a Minister-President (Ministerpräsident), who are directly elected by the people. Each state also has a unicameral legislature, known as a State Council (Landesrat), this assembly is composed of representatives elected through a first-past-the-post system. The State Councils legislate while the Minister-President executes the law.

The states have their own court systems, primarily handling civil law matters, while constitutional issuas are brought before the Federal Court system. The States exercise a range of powers not explicitly granted to the Federal Government, including the regulation of transportation, education, healthcare, sanitation, state-level taxation, federal elections, policing, construction, conservation as well as the enactment of local ordinances that are not devolved to the counties, the administrative level below states.

In addition, the states play a role in national defense and emergency response, as each state maintains its own National Guard.
