Eldmora is a Federal state under a Constitutional monarchy. Emperor Wilhelm IV is the monarch and head of state of Eldmora. The monarch is a ceremonial position, the monarch can sign bills, the monarch swears in the Imperial Chancellor, but can not dismiss them outright. The monarch does have the right to be consulted, the right to encourage, and the right to warn, and holds weekly meetings with the Imperial Chancellor to be informed about the state of the nation, however the monarch isn't expected to hold a public opinion. The monarch has certain reserve powers at their disposal, in order to 'secure the stability of governane' and to prevent constitutional crises. The monarch's ceremonial duties are however plenty, the monarch head and runs several charities, can give televised addresses to the nation during special circumstances or occassions of national importance, the monarch can bestow royal warrants of appointment or royal predicates to those who supply goods or services to the royal court, or for the latter, well-established corporations and organizations of national heritage, the monarch also heads the Imperial Office of Ceremony, tasked with planning and organizing various national or regional ceremonies, furthermore, the monarch is the head of the Church of Eldmora.

The Imperial Chancellor is the head of government in Eldmora. The Imperial Chancellor is elected every 5 years in November during general elections. The Imperial Chancellor is the head of the Federal Government, and carries out all executive duties. The Imperial Chancellor nominates Ministers and other Cabinet Level Officials to be approved by the Imperial Senate or Volksforum. The Imperial Chancellor is not a Member of Parliament, due to the seperation of branches, as the Imperial Chancellor heads the Executive branch of Government. The current Imperial Chancellor, as of December 2020, is Rosanna Zanetti of the Conservative and Libertarian Alliance.

The Eldmoran Empire is divided into thirty-one political subdivisions: eight states, six regions, nine city states, four kingdoms and one republic and three communities. These subdivisions are further divided into smaller administrative divisions. These divisions all enjoy certain levels of governance.

States of Eldmora

The States of Eldmora (Bundesland) are situated in the northern part of the country, these states enjoy a significant level of autonomy while being closely connected to the Federal Government. Each state is led by a Minister-President (Ministerpräsident), who is directly elected by the people. Each state also has a unicameral legislature, known as a State Diet (Landtag), this assembly is composed of representatives elected through a first-past-the-post system. The State Councils legislate while the Minister-President executes the law.

The states have their own court systems, primarily handling civil law matters, while constitutional issues are brought before the Federal Court system. The States exercise a range of powers not explicitly granted to the Federal Government, including the regulation of transportation, education, healthcare, sanitation, state-level taxation, federal elections, policing, construction, conservation as well as the enactment of local ordinances that are not devolved to the counties, the administrative level below states.

In addition, the states play a role in national defence and emergency response, as each state maintains its own National Guard.
