The president of the Island Meeting of Freice (Freician: Kauiaga oe tela Rhui Mulo tela Faio) is the head of government of Freice. The president presides over the Government Council of Freice, the most senior body (cabinet) within the executive branch, and directs its activities and deliberations.[1] Uniquely amongst democracies, the president concurrently serves as speaker of the Freician legislature - the Island Meeting. The position replaced the post of leader of the Senior Council, which was established on the 18 July 2021 following the 2021 coup d'état.[2]

The office is largely a continuation of the position of President of the Assembly of Delegates, which was established following self-government and abolished in July 2021. The president is elected by members (delegates) of the Island Meeting at the beginning of its legislative session alongside other government ministers.[3]

The current president is Aniara Neileka, since 20 January 2020. She was elected following the 2022 Island Meeting election.[3] She previously served as President of the Assembly of Delegates (head of government) from June to July 2021, before being deposed in the 2021 coup d'état.

Qualifications

A candidate for president must be a permanent resident of Freice and a registered voter within the country. They must not have any convictions for felony offences, and must be a delegate to the Island Meeting at the time of their election. They cannot be a serving member of the judiciary, not hold any federal office.[4]

Responsibilities

The Island Meeting elects the President at the beginning of its term following an election. The president is elected from within the Meeting, and is responsible to the legislature, which retains the power of dismissal.[3] At the same time, the Island Meeting also elects members of the Government Council, with the president only responsible for allocating duties within the council.[5]

The president issues directives and is responsible for supervising the implementation of laws passed by the Island Meeting. As head of government, the president oversees the activities of the Government Council, with its members accountable to the president as well as the Island Meeting. As such, the president has the limited right to dismiss councillors with the consent of the Island Meeting.[6]

According to the Constitution of Freice, the president's executive powers are:[7]

  • to lead the Government Council and direct and supervise its activities;
  • to appoint individuals elected to the Government Council;
  • to dismiss councillors from the Government Council with the approval of the Island Meeting;
  • to make regular reports to the Island Meeting on the activities of the Government Council;
  • to appoint at their own discretion a deputy within the Government Council;
  • to represent the Government Council domestically and internationally.

In addition, the president also serves as speaker and chief executive of the Island Meeting. In this capacity, they are responsible for overseeing its deliberations, maintaining order, and supervising debates.[1] When necessary, the president may delegate these duties to the most senior (i.e. longest serving) member, who serves as President pro tempore.

  1. The President, as speaker of the Island Meeting, serves for the duration of its term. This is usually one year, although the Meeting may vote to hold an early election or, in extraordinary circumstances, to delay an election.
  2. The Deputy Leader deputises for the President within the Government Council. In the Island Meeting, the longest-serving delegate deputises for the President as presiding officer. In both cases, deputies take over the president's duties temporarily until a new election can be held.
