This is a Freician name. The last name is matronymic, not a family name; this person is referred to by the given name Kiso.

Kiso Toma KM MKHF (基礎 トマ, born 28 May 1964) is a Freician artist and politician from Tigetua'me Kenetasi (TMK) who has been the Chair of Peka District Authority and member of the authority from Peka's 4th District since June 2022.

Kiso comes from a Hoterallian family who came to Freice with Hoterallian Governance in 1927. Her family initially settled in Sekapa, where her father was in the Hoterallian navy, before moving to central Freice (what is now Peka) in 1958. She attended the University of Gerkoller, studying art and art history, before returning to Freice to work full-time as an art teacher.[1]

She has been a prominent member of the Hoterallian community in Freice, having served as vice-president of Freice-Hoterallian Friendship Association from 2005 until 2009.[1] Nonetheless, she has stressed her identity as a "Freician of Hoterallian descent", arguing that Hoterallians living in Freice should identify with their country of residence more than their country of origin.[2] She joined Kana's Empowered Citizens (now Tigetua'me Kenetasi) on its founding in 2022 and became a candidate for the Peka District Authority in the June 2022 elections. She was elected a member of the authority and subsequently became Chair of the Authority (the de facto deputy to Mayor Kana Tenqel).[3]

She is seen as Kana's number two in the party, both in terms of position and her close political relationship with him. She is also regarded as being on the left of the party, emphasising a left-libertarian political outlook, supporting social ownership of property as a means of achieving personal freedom.[4]

Early life and education

Kiso was born on 28 May 1968 in Soni to Naru and Toma Goda (née Nara). She is the first in her family to use traditional Freician naming conventions, taking a matronymic for her second name rather than her father's surname.[5] Her father was a journalist and researcher for Radio and Television Freice, whilst her mother was a carer. Her grandfather, Kaoru Miyake, served in the Imperial Hoterallian Navy and was stationed in Freice from 1927 until the end of Hoterallian Governance in 1931. He left the navy at this time and settled permanently in Freice.[1]

Kiso grew up in Soni, moving to Sekapa at 15 with her family. She took her WEL exams. After initial plans to study medicine at the University School of Medicine, she eventually oped to study art and art history at the University of Gerkoller. She graduated with a Bachelor of Arts. She returned to Freice upon graduation and qualified to teach art.[1]

Professional life

Kiso taught art at Kerna Homara Oietona from 1992 until 2000. She also became a school governor for Kerna Soni.[1] In 1998, she became vice-principal of the school, and served on the Sekapa Land Area Council's education board from 1998 until 2000.[6] In 2000, she moved to Geri (now Roheo Radei Oratite) and became vice-principal of Kerna Sani.[6]

In 2005, she was appointed vice-president of Freice-Hoterallian Friendship Association (RHFH).[7] As vice-president, she played an important role in strengthening Freco-Hoterallian relations, welcoming the Hoterallian foreign minister to Freice in 2007 and advising the Freician government on its policies regarding the Hoterallian community in Freice.[8]

Kiso returned to teaching upon leaving her post, returning to her birthplace as an art teacher at Kerna Soni.[1]

Art

Kiso is a prolific artist, with a number of her works put on public display. Her most famous work is Plamago ('Bloom'), which was displayed as part of the RHFH's Art and Nature exhibition in 2008. The piece won the Freice National Art Prize in 2009 and was displayed in the Assembly of Delegates building during its 2009-2010 session.[9]

She has also created a number of works which have been displayed in Hoterallia, including Peace in Motion (平和の動き) and Dog for the Emperor (皇帝のための犬).[5]

Politics

Kiso has been an active trade unionist, serving as representative for Geri at the Freice Teacher's Union conference in 1996, 1997, and 1999.[1]

Kiso joined Kana's Empowered Citizens shortly after its founding. She was nominated as a candidate for the newly-created Peka District Authority in the June 2022 elections. In the election, KTP won 9 of the 14 seats, with Kiso elected to represent the district's 12th Ward.[10] She was subsequently elected as Chair of the Peka District Authority, serving as speaker of the assembly and non-statutory deputy to Mayor of Peka Kana Tenqel. She was appointed Deputy Leader of her party on 12 September 2022, taking over from Seime Etu.[11]

As Chair of the Authority, Kiso is regarded as the second-most powerful person in KTP after Kana, due to her close working relationship with Kana. This is despite her previously having no formal leadership role in the party, with the deputy leader being Seime Etu, deputy Prime Minister of Freice in the coalition government of Aniara Neileka, until her eventual succession.[12]

Generally, Kiso is seen as representing the left-wing of her party, particularly due to her overtly anti-capitalist rhetoric.[12] As Chair of Peka District Authority, she has promoted policies improving education standards, including the establishment of an education and children ombudsman for the district, and raising environmental standards.[12]

Speaker of the General Kiuva

Kiso was elected a Member of the General Kiuva in the 2023 Freician general election, and was further elected Speaker on 23 January. She is the first person of colour to hold the office of legislative presiding officer, and the highest-ranked political figure of non-Freician ancestry in the modern history of the country.[13]

Personal life

Kiso has been married to Anno Hiroya since 2004, having met him whilst at university. He is also an artist and has had a number of exhibitions of his art in Hoterallia and Freice. He moved to Freice in 1998.[4]

She speaks Freician, Hoterallian, and the Common Language, although she has expressed her preference for Freician.[1] She uses Hoterallian at home.

She is a devout Gaoist, and has said that her art is used to connect with her "inner Gao". She has suggested that she would become a Gaoist priest if she left politics.[14]
