Eduardo Enrique Volquemán (11 July 1901 - 23 January 1989; born Eduard Heinrich Volkmann) was a Morrawian-Montillan communist politician, revolutionary, trade unionist, writer and founder of the Workers' and Peasants' Party of Montilla (POCM) and the Communist Party of Montilla (PCM), serving as vice-president of Montilla and Minister of Foreign Affairs from 1960 to 1970.

Volquemán is credited as one of the idealizers of Solidarismo, which is a doctrine of international relations emphasizing international solidarity among underdeveloped, colonized and oppressed nations through the spread of socialist ideology, the organization of military expeditions and the formation of solidarity brigades.
