List

Country Guarantee of Free Speech? Censorship? Online Speech Criticism of Government Defamation Hate Speech Incitement to Violence Obscenity Sedition Blasphemy
Katranjiev Yes No Legal Legal Partial Partial Illegal Legal Legal Legal
Katranjiev has had high freedoms of speech since 1976, save for defamation (which may result in lawsuits), hate speech (which can be banned if it contributes to exacerbating racial tensions), and incitement to violence.
Lecia Yes No Legal Legal Partial Partial Illegal Partial Illegal Legal
Lecistan formerly had intensely draconian restrictions on freedom of speech, but the overwhelming majority of these restrictions were altered or abolished as part of the Treaty of Szimóngôcz, signed after the Second Lecistani Civil War.
Luziyca Yes Partial Partial Legal Illegal Legal Illegal Partial Partial Legal
The Constitution of Luziyca guarantees freedom of speech.
Montecara Yes No Legal Legal Partial Legal Partial Legal Legal Legal
The Montecaran Charter of Basic Rights guarantees freedom of speech and expression to all citizens and non-citizen residents in the city-state, with limited exceptions. Defamation, categorized as either slander or libel, is not a crime but a civil wrong, subject only to suit for damages. Similarly, incitement to violence is not in itself a crime, but may be used as evidence in court proceedings for criminal negligence or related charges if the incitement leads to crime. Defacing the flag of Montecara is a crime.
Min Yes Partial Legal Legal Legal Legal Legal Legal Legal Illegal
There had been no law whatsoever regarding free speech in the Realm, but public and individual opinions have been tolerated by the government since the end of the Ni-no-Nobori Era. However, the Diarchs still operate a Censorate (modeled after Tuthina) that destroys, archives, manipulates or censors information for vague reasons usually dealing with the "maintenance of Min Sovereignty".
Namor Yes Partial Partial Legal Partial Partial Illegal Legal Partial Legal
Freedom of speech and expression are guaranteed under Article 28 of the Constitution of Namor; however, incitement to violence is illegal, including hate speech, sedition and certain forms of online speech backed by incitements to violence. Defamation is considered a civil wrong, not a criminal offense.

Free speech is protected by several articles of the constitution of Slovunia. Censorship is – although being uncommon – seen as a major risk towards free speech in Slovunia as there is little stopping the government from censoring with a list of loopholes within the constitution. Online speech is not protected specifically, though it falls into the category of free speech in general and therefore is protected (though not everyone has access to it). Criticism regarding the government is seen as crucial to ensure that Slovunia's democratic system stays intact. Defamation is partially legal, though the laws on it are unclear. Generally, it is legal if one is suspected of doing something. It is however not legal if there is no valid reason in most cases. Hate Speech is legal if it is not actual incitement to violence, which is illegal. Obscenity and sedition are only partially legal and it is generally advised not to make use of one's right to free speech in those cases. Blasphemy is illegal in all cases – excluding «foreign religions» in some cases – since the state religion of Slovunia has a guaranteed special status.
Xiaodong No Partial Legal Partial Partial Partial Illegal Legal Illegal Legal
Since 1996 the Xiaodongese Constitution formally enshrined freedom of speech into Xiaodongese law whilst allowing the government to exercise censorship in certain matters. The government also reserves the right to detain those on the basis of sedition, hate speech and expressing anti-Xiaodongese views.
