Similarly, incitement to violence is not in itself a crime, but may be used as evidence in court proceedings for criminal negligence or related charges if the incitement leads to crime. Defacing the flag of Montecara is a crime.

Free speech is protected by several articles of the constitution of Slovunia. Censorship is – although being uncommon – seen as a major risk towards free speech in Slovunia as there is little stopping the government from censoring with a list of loopholes within the constitution. Online speech is not protected specifically, though it falls into the category of free speech in general and therefore is protected (though not everyone has access to it). Criticism regarding the government is seen as crucial to ensure that Slovunia's democratic system stays intact. Defamation is partially legal, though the laws on it are unclear. Generally, it is legal if one is suspected of doing something. It is however not legal if there is no valid reason in most cases. Hate Speech is legal if it is not actual incitement to violence, which is illegal. Obscenity and sedition are only partially legal and it is generally advised not to make use of one's right to free speech in those cases. Blasphemy is illegal in all cases – excluding «foreign religions» in some cases – since the state religion of Slovunia has a guaranteed special status.

Since 1996 the Xiaodongese Constitution formally enshrined freedom of speech into Xiaodongese law whilst allowing the government to exercise censorship in certain matters. The government also reserves the right to detain those on the basis of sedition, hate speech and expressing anti-Xiaodongese views.
