Brilliania, officially known as the Federal Republic of Brilliania (Brillian: Berílet Szövetségi Köztársaság), is a landlocked sovereign state located in northeast Asura, bordered by Elhazia in the northwest, Krovech in the northeast, Chokashia in the southeast and Lachnow in the south. As of the 2015 census, Brilliania is inhabited by around 24 million citizens. The sole official language in Brilliania is Brillian, which with around 21 million speakers is one of the most spoken Kalic languages in the world, and one of the largest non-Cataisuran languages spoken in Asura. The largest city in Brilliania is Szentmári, with its capital being the planned city of Szaraneközel; with other major cities including Endrőd, Angyalok and Szentmári.

The predecessor to the modern-day Brillian state was established in the 13th century by the Grand Diet of King Miklós III, swiftly conquering multiple pagan petty kingdoms. Under the rule of Miklós III, the work of Saint Mári became codified, resulting in a revival of Brillian paganism under the new Marist tradition. A semi-succesful crusade by Alydian forces from the west of Asura resulted in a partial conversion and the loss of parts of the Marist Brillian kingdom which co-existed with Alydian petty kingdoms. A joint diet formed by the Alydian princes resulted in the formation of the Széntláng Kingdom under the Szábó dynasty. Following the Battle of Gyoma in 1580, the Széntláng Kingdom reached its golden age of cultural and political height with its territory being at around 65% of modern Brillian territory. In 1826, the targeted killing of King Arpád VI of the Széntláng Kingdom by operatives paid by the Marist Brilliania resulted in a popular uprising in Brilliania and a civil war which resulted in a reform-minded republic taking power which resulted in the signing of the Republican Unification Contract in 1850, resulting in a binational Brillian state under secular rule for the first time. Tensions between Marists and Alydianists resurfaced in 1888 resulting in a civil war and a disjointed response to the Great War, with both sides supporting the Concordat due to international pressure. A ceasefire in 1903 resulted in the first election in Brillian history, with a Constitutional Convention being called in order to create a constitution. After 8 years without a constitution, the secular fascist Homeland Protection Units performed a swift military coup d'état and imposed an oppressive secular government under the National Order. Democracy was restored in the aftermath of the Neverfading Revolution in 1954, with the Contract of Szaraneközel in 1988 further defusing tensions after the capital city was moved from Szentmári to the planned city of Szaraneközel as a neutral point.

Brilliania is a developed middle power with a high-income service economy and a high standard of living. Administratively, it is divided into 7 provinces including the capital city of Szaraneközel. Its historical and cultural heritage give it an international presence in art, music, literature, science and technology. It has been a member of the CDN since 1955, along with membership in organisations such as the APHO, AEA and the WECO.

Etymology

The name Brilliania is an exonym of an uncertain thirteenth-century origin most likely derived from the name of early Marist priest Saint Beri, being reloaned from an unknown foreign source. Although authors from Brilliania denonymated themselves until the fifteenth century as máncs, modern Brillian uses the reloaned term berilia instead.

The antiquated domestic term máncs originated as a term referring to a male who took part in a pagan ritual assembly, reconstructed as being originated from Proto-Finno-Ugric *mäńć (man, person). The current term berilia originated as a term referring to Marist soldiers active during the Alydian crusades in Brilliania, who followed the religious teachings of priest Beri and actively fought against crusaders, causing the crusaders to refer to all who fought against them during the Brillian crusade as followers of Beri, despite Beri and his followers being a relatively small grouping.

Neverfading Revolution

Under the National Order, the government resisted any form of internationalisation and developed Brilliania into an isolated state, until June 1955 when the bloodless Neverfading Revolution (also known as the Amaranth Revolution) resulted in the restoration of democracy culminating with the passing of the Instrument of Democratic Renewal by dissident members of the National Order in the National Assembly. The Instrument, together with the Gyors Forradalmi Pálya (GyFP, Swift Revolutionary Course), was characterised by the development of ideological tensions in both religious and ideological spheres, which were united by the Neverfading Revolution but quickly fell into discord regarding the means to implement the Swift Revolutionary Course. During the period of the GyFP, the first ever fully democratic election in Brillian history was held. Prior to the GyFP being ended in 1959, Brilliania was ruled by a technocratic government, including the period after the convention and election of the Constitutional Assembly.

Contract of Szaraneközel

The political climate after the Neverfading Revolution was volatile, with the growth of counter-culture movemnts such as the Szentmári Scene being combined with ideological radicalisation. In 1961, moderate Marism movements co-existed with the radical Fire Movement (Tűzmozgalom), which emerged as a major radical organisation supporting a 'new crusade' by Alydian states against the Marist population. However, it did not get the support of nearly all Marist clergy and became a pariah in the National Assembly by being put under a cordon sanitaire. The vote was widely controversial within the party and resulted in the formation of an identically named paramilitary organisation in 1981, being responsible for at least 9 different attacks on MPs and 25 attacks on civilians with an estimated total count of 1,092 deaths caused. In 1985, the Fire Movement signed the Contract of Szaraneközel, resulting in the capital city of Brilliania being moved to the planned city of Szaraneközel under the condition of total disarnment and monetary compensation for victims. In the period after the Contract of Szaraneközel, the city of Szaraneközel was quickly developed into the new capital city of Brilliania by means of controlled building development and massive governmental input. Parts of the development were marred by massive corruption, with multiple acquaintances of president Tibor Kásler gaining major contrats for several vital parts of the town.

Millenium Revolution

Ábel Farkas in 2001 prior to his trial.

In 1998, President Ábel Farkas of the Brillian Conservative Party replaced fellow party member Tibor Kásler as the President in presidential elections. His opponent Viktor Kassai challenged the results to the Constitutional Court and produced video evidence of ballot stuffing, catalyzing the start of protests held by his supporters. Rallies held by Kassai supporters were regularly attacked by pro-government forces, culminating in the death of five protesters by means of police violence. When Viktor Kassai's son András leaked documents detailing corruption within the development of Szaraneközel, he was promptly poisoned with ricin by means of a small pellet shot into his leg, although he survived the incident.

On New Years Day 2000, a massive protest with an estimated attendance of over 1,5 million was held in Szentmári, demanding the dissolution of parliament, reforming the election method for presidential elections and the sentencing of Farkas for being complicit in corruption. Farkas' coalition was fragile and relied on the Centre Party to prevent the acceptance of a motion of no confidence. The Centre Party voted in favour of the Presidential Impeachment Emergency Bill tabled by the Democratic Force party, sparking a constitutional crisis as Farkas signed a decree for snap elections five minutes prior to impeachment without any notification to the parliament.

Protests in Szaraneközel in March 2000.

The crisis was the direct cause for an even larger protest in March, with a turnout of nearly 2,5 million close to Farkas' residence in Szaraneközel. The emerging internet was a major factor in organising the protest, with the protest being referred to in international media as the first ever internet-originated protest. The police resorted to harsh measutres including tear gas, causing an escalation of violence. A police officer was directly caught using his service weapon to shoot at protestors, resulting in the death of a 17-year old protestor and wounding 29 others. The Gendarmerie sided with the protesters, resulting in pressure ramping up. On 3 April 2000, Ábel Farkas resigned three weeks after starting a constitutional crisis. Parliamentary elections were held afterwards as decreed by Farkas, resulting in the victory of the opposition Labour Party under leadership of Viktor Kassai, propelling him into the position of Prime Minister and interim president. The legislature functioned as a de facto constitutional assembly, with the Labour Party and its allies having the seven-tenths majority in order to amend the constitution and calling a constitutional referendum.

The trials of Ábel Farkas and his predecessor Tibor Kásler were held between 15 and 20 January 2001, with Farkas being sentenced to a sentence of ten years with suspended voting rights for corruption and embezzlement while Tibor Kásler was acquitted after being diagnosed with cancer. Farkas returned to politics in 2019 and joined Identity, being elected after being put on the fourth slot on its list.

Post-2000

Brilliania started the transition to its third constitution in 2002, after the approval of the new Constitution of the Republic created by a constitutional assembly by means of a constitutional referendum. The Third Constitution introduced points which were widespread in other nations but not yet implemented in Brilliania, including the right to divorce and the decriminalization of homosexual activities, while also abandoning its policy of relative neutrality in favour of increased international co-operation with states in Asura. Another major instrument of reform was the Charter of the Republic, which introduced provisions for autonomisation of the state and ended the unitary state model in Brilliania in favour of federalism. A third charter, the Economic Instrument of Reform, resulted in the revitalisation of the Brillian economy by ending the dirigist economic policy. With the removal of governmental control of the economy, the economy initially suffered from severe recessions.

Politics and Government

The Federation Building in Szaraneközel, opened in 2006, houses the National Assembly and its committees.

The Republic of Brilliania is administered as a federal semi-presidential republic governed by the framework laws defined in the Third Constitution of the Republic supplemented with the Book of Administrative Law. Amendments to either the Constitution or the Book of Administrative Law must be approved by 70% of lawmakers and by a majority of the Brillian populace in an amendemental referendum.

Politics

National Assembly

The National Assembly is the unicameral legislature, which is responsible for the creation of laws, formation of a government, and regular co-operation with high figures such as ministers and the President. Its 188 members elected on basis of proportional representation using the Sainte-Laguë method for three-year terms. Brilliania has a multi-party system, with no single party ever recieving an absolute majority since the first fully democratic election was held in 1955.

Opposition (89)

Brilliania has multiple political parties who compete against eachother in elections on the national, provincial and municipal level. In order to facilitate the creation of a government, inter-party co-operation is required, which must reflect the composition of the Brillian population by including at least one party of each major religious group. Therefore, multiple parties with similar bases and different religions often compete against eachother on the legislative level. In recent years inter-religious co-operation has made the traditional party system more volatile, with Marist parties often allying with their Alydian counterparts on the regional and nationallevel, reflecting an increased tendency towards secularism and progressive social attitudes in younger generations causing an end to the traditional societal pillarisation.

As of the 2020 Brillian legislative election, the governing coalition on the federal level consists of the Homeland Course alliance and the Pirate Party, with the opposition being formed by the Interfaith Union, Együtt, Mutant Dog Party, Brilliania is Not For Sale, Labour Party and Identity.

Administrative divisions

As a federal state, the Brillian state consists of several provinces (megye), which enjoy a degree of autonomy. Each state is entitled to the creation its own provincial laws which are codified by regional parliaments. The provinces are further divided into districts (kerület), of which there are 196. The provinces are responsible for most services, including housing, taxation, education, social services and healthcare. Each province is represented on the federal level by a Presidential Commissioner, which is either elected by the members of the provincial legislature or in a direct election.

Law and judicial system

The judicial system in Brilliania is based off civil law divided between the supreme authority of the Kuria, combined with district and provincial courts. The Kuria is based in Szaranegertu.
Law enforcement in Brilliania is operated by the Rendőrség, which carries out all major police duties such as investigation, patrol activity, traffic policing and border control. The Rendőrség is subordinate to the Ministry of Domestic Security. The elite force of the Rendőrség, the semi-militarized Gendarmerie, is used for riot control and critical incidents including terrorism and hostage situations.

Military

Foreign relations

Brillian foreign relations and diplomacy have been marked by a form of neutrality. After the Neverfading Revolution, Brilliania swiftly joined international organisations such as the Commonwealth of Democratic Nations. After the Millenium Revolution, Brilliania proceeded to hold a more internationalist foreign stance and enhance its international standing. The Brillian economy is in part dependent on international trade, and its foreign policy is marked by the core tenet of inter-Asuran co-operation.

Economy

Brilliania is a high-income mixed economy, with an export-oriented social market economy, marked by its high reliance on foreign trade and a developed welfare state.
